- GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Thinning and Chipping of Ponderosa Pine Trees (Approximately 80 Acres) for Turnbull National Wildlife Refuge (NWR) - Cheney, WA. THE WORK CONSISTS OF: - The project area is due for forestry restoration work that requires the removal of ponderosa pine trees. Sensitive soil conditions, rocky terrain and distances between targeted areas for treatment will necessitate the need for specialized equipment. No other species will be cut as part of this contract. Contractor shall utilize sawyers and a rubber tracked, remote controlled, self-propelled chipper (with operator) for thinning and chipping operations. - Contractor shall only thin ponderosa pine trees with stems greater than 3/4 inches around to stems no greater than 6 inches diameter at breast height (DBH). Chips shall be dispersed form a chipper in a manner than limits ground accumulation and concentration to less than 1-inch in depth. Thinning and chipping, instead of piling will negate the need to later dispose of piles by burning them - During fire season (July thru October), contractor may be required to turnoff chainsaws and other machinery for either a limited or full duration of a day. Requirement will be dependent upon the fire danger for that given day. a. When the fire danger level reaches High and relative humidity falls below 25%, all chainsaws shall be shutdown at 1:00 PM (local time). After the shutdown, the contractor shall perform a one-hour fire watch. b. When the fire danger level reaches Very High or Extreme, power saw operations will not be allowed in the unit. Detailed information can be located in the performance work statement. EVALUATION: The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be sued to evaluate offers: - Offerors shall provide documentation on at least one (1) project involving at least 50 acres of tree thinning and chipping. Project shall have utilized sawyers, as well as a rubber tracked, remote controlled, self-propelled chipper. Project shall have been completed within the past five (5) years, can be ongoing (but at least 25% complete), and does not have to be a Government contract to be considered. Additional information can be found under FAR Provision 52.212-2. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for August 24, 2016 at 10:00 AM (PDT). Location of the site visit will be at the Turnbull National Wildlife Refuge located at 26010 South Smith Road - Cheney, WA 99004-9326. In order to participate in the site visit, you must email the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov) and Technical POC, Mr. Ken Meinhart (ken_meinhart@fws.gov), and provide the following information for each attendee: - Name of company; - Name and title; and - Phone number and email address. Minimum information, listed above, must be provided by August 23, 2016 at 10:00 AM (PDT). Anyone not on the approved list prior to the start time of the site visit may not be allowed to participate. Refer to FAR Provision 52.237-1 for additional information. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about August 15, 2016, with an anticipated quote due date of August 31, 2016. The anticipated award date will be on or about September 02, 2016. The overall period of performance of the resulting contract will be approximately from January 01, 2017 to June 15, 2017. This is an 100% small business set-aside procurement. The applicable NAICS code is 113310 (Logging) with a small business size standard of 500 Employees.
