- List of NSNs being solicited attached. This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include multiple Federal Stock Classes (FSC), to include but not limited to, 1560, 1680, 2840, 3040, 4810, 5330, 5826, 5977, 6150, and 6615. The National Stock Numbers (NSN) to be included are sole source to Moog, Inc. and are utilized on various aircraft such as the B2, F15, P3, C130, F18, V-22, and UH60 Blackhawk. A total of 1,546 NSNs are targeted for this contract effort depending on active customer demands. It is anticipated that 370 NSNs will be priced for the initial contract award. A potential NSN candidate population of 287 NSNs have been targeted for add to the contract after initial award. The proposed action is intended to be awarded on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source contract will be issued to Moog, Inc., CAGE 94697. Other applicable Moog, Inc. CAGEs include 19156, OZWK8, 99932, 4H618, 1K426, 0UES3 and K0648. DLA Aviation does not have a competitive data package for any of the 1,546 NSNs included in this notice. The proposed contract will be for a total 5-year period of performance and will include a 5-year option period. Parties expressing interest in subcontracting opportunities will be referred to the solicitation. The contract is proposed to be a FAR Part 15 effort and will be a fixed price Requirements Type contract with prospective price redetermination prior to exercise of the option period. The attached list includes NSNs that have been identified for inclusion in the solicitation and/or included in the initial adds to the contract. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The contract requires supply of parts as well as well as future potential for holistic support and logistics management services. The solicitation is expected to be issued on September 9, 2016 with a closing date of December 2, 2016. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS) at: https://www.dibbs.bsm.dla.mil on the issue date cited in the solicitation. If any non-OEM source is interested in the NSNs identified, please notify the Contracting Officer at diane.parker@dla.mil prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis and any responses should include a completed surplus certificate, DLAD 52.211-9000, or adequate traceability documentation to show that the product is the same as required. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to manufacture, or legitimately obtain, the items along with quantity available and price. All notices of interest should be forwarded to the Contracting Officer identified herein and the SBA PCR ( Michael.massello@sba.gov ). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
