Solicitation number:F1S4AN6172A001. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 and DFARs Change Notice (DPN) 20160802, AFFARS (AFAC) 2016-0603. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 541380 with a Small Business size standard of $15,000,000. FSC/SVC code is H299. AFTC/PZIOA, Edwards AFB, CA is seeking water testing services for a period of 1 base year plus 4 option years. This is the request for quotation (RFQ). Award will be made to the lowest price, technically acceptable offer. This is an "All or None" acquisition; incomplete quotes will not be considered. Description of requirements (see SOW for complete description): •1. 3H5852 BIO ENG (PREVENTIVE MEDICINE)- (534) Non-personal service to include labor, supplies and transportation to provide recurring water testing IAW the Safe Drinking Water Act Program, bacteria and QA/QC testing for 412 MDG Edwards AFB, CA (Item 0001-00015) Item 0001: Total Coliform -10 samples will be collected from the main water system each week -13 samples will be collected quarterly from the active wells •2. Heterotrophic Plate Count (HPC) -1 to 2 samples may be collected each week (triggered by results of chlorine residual) •3. Arsenic -3 samples will be collected each week -13 samples will be collected quarterly from the active wells •4. Secondary MCL: Total Dissolved Solids, Specific Conductance, Chloride, Sulfate, Iron, Odor, Color, MTBE -5 samples will be collected each month •5. Disinfection Byproducts: Total trihalomethanes, Haloacetic Acids -10 samples will be collected and delivered to the lab each quarter •6. Nitrate -14 samples will be collected each year •7. Nitrite -14 samples will be collected every 3 years •8. Lead & Copper 40 samples will be collected from main system every three years -periodic samples after new construction may be required (<5 per year anticipated) •9. Regulated Secondary (General Mineral)/General Physical (GP): Aluminum, Bicarbonate alkalinity, Carbonate alkalinity, Color, Copper, Hardness (Total) AS CACO3, Hydroxide Alkalinity, Iron, Odor Threshold @ 60 C, pH, Laboratory, Specific Conductance, Total Dissolved Solids, Turbidity, Laboratory, Foaming agents (MBAS), Calcium, Chloride, Magnesium, Manganese, Silver, Sodium, Sulfate, Zinc, methyl-tert-butyl ether (MTBE)c -14 samples will be collected every 3 years. •10. Regulated Inorganic: Aluminum, Antimony, Arsenic, Asbestos, Barium, Beryllium, Cadmium, Chromium (Total), Cyanide, Fluoride, Hexavalent Chromium, Mercury, Nitrate (as nitrogen), Nitrate+Nitrite (sum as nitrogen), Nitrite (as nitrogen), Nickel, Perchlorate, Selenium, Thallium -14 samples will be collected every 3 years •11. Radiological Gross Alpha, Uranium, Radium-226, Radium-228, Beta/photon emitters, Strontium-90, Tritium 25 samples will be collected at various times every six years (triggered by past results from specific wells) •12. Volatile Organic Compound (VOC): Benzene, Carbon Tetrachloride, 1,2- Dichlorobenzene, 1,4-Dichlorobenzene, 1,1-Dichloroethane, 1,2- Dichloroethane, 1,1-Dichloroethylene, cis-1,2-Dichloroethylene, trans-1,2- Dichloroethylene, Dichloromethane, 1,2-Dichloropropane, 1,3-Dichloropropene, Ethylbenzene, Methyl-tert-butyl ether, Monochlorobenzene, Styrene,, Tetrachloroethylene, Toluene, 1,2,4-Trichlorobenzene, 1,1,1-Trichloroethane, 1,1,2-Trichloroethane, Trichloroethylene, Trichlorofluoromethane, 1,1,2- Trichloro-1,2,2-Trifluoroethane, Vinyl Chloride, Xylenes -10 samples will be collected from main base every three years -4 samples will be collected from AFRL every six years •13. Asbestos: 14 samples will be collected every 9 years Synthetic Organic Compounds (SOC): Atrazine, Simazine, Dibromochloropropane (Dbcp), Ethylene Dibromide (Edb), Alachlor -10 samples will be collected from main base every 3 years. •14. Non-routine Emergency/Short-notice Special Projects -sampling required for new state/federal requirements, MCL exceedance, repeat sampling, special projects, drinking water investigations, etc. IAW DFARS 252.204-7004, all firms or individuals responding must be registered with the System for Award Management (SAM).
