NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought is a market research tool used to determine the adequacy of potential business sources, especially small business sources, prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The requested information is to assist the United States Navy in conducting Market Research of industry to determine potential business sources who have the assets, skills, experience, qualifications and knowledge required to support the below requirement. This requirement is subject to change and the information provided below is for informational purposes only. At this time, no official solicitation documents exist. The final requirement, if any, would be defined under a formal RFP and would be announced on FedBizOpps. Questions relative to this Sources Sought, should be submitted by email to Ms. Jessica Bowen, at jessica.bowen2@navy.mil. No questions will be accepted by phone. Government responses to submitted questions will be posted on FedBizOpps. INTRODUCTION The purpose of this Sources Sought is to determine the availability and technical capability of vendors in the commercial sector, including small businesses (and the following subsets: HUBZone Small Business concerns, Section 8(a) Small Business concerns, Service-Disabled Veteran Owned Small Business concerns, and Woman-Owned Small Business concerns) who have the capability to conduct ACI on T-6A and T-6B Texan II aircraft. The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, Naval Undergraduate Flight Training Systems Program (PMA273) is seeking information regarding potential sources for a comprehensive, Depot-level airframe and systems inspection to restore the T-6 to a condition for maintenance at the Organizational (O) level until the next ACI cycle. The T-6 is a single-engine, turboprop aircraft manufactured by Beechcraft Defense Company (BDC). It is a joint program between the U.S. Air Force, U.S. Navy and U.S. Army. The Navy T-6A has been in service since 2000. The Navy currently operates forty-three (43) T-6As and two hundred and fifty-one (251) T-6Bs. The Air Force operates 452 T-6A aircraft. The Army operates four (4) T-6D aircraft. The Navy acquired its T-6A models from 2000-2008. The T-6Bs entered service in 2009; all aircraft deliveries are complete. The Air Force acquired its T-6As from 2000-2010 and does not operate the T-6B or T-6D aircraft. Currently, none of the T-6 models undergo a scheduled Depot-level maintenance event. An ACI specification was drafted in 2009 and updated in July 2016 by Chief of Naval Air Training (CNATRA) Fleet Support Team (FST) engineering to provide the basic requirements for a comprehensive, Depot-level airframe and systems inspection to restore the T-6 to a condition for maintenance at the O-level until the next ACI cycle. Between 2010 and 2015, five (5) T-6A aircraft (two (2) Air Force and three (3) Navy) were inducted into the Fleet Readiness Center Southeast (FRCSE) to study, validate, and verify the new ACI specification and to assess the condition of the T-6 fleet. The results were captured in the provided spreadsheet ACI Discrepancy Example (Attachment 1). Within Attachment 1, there are two tabs for review T-607 and T-605. The ACI inspections found the material condition of the T-6 aircraft as expected for aircraft of their age, with evidence of corrosion common for their operational environment. The Navy's T-6 ACI requirement includes the following: 1. Conduct a thorough and comprehensive inspection of selected aircraft structure by appropriate inspection methods, correcting defects and repairing as required to ensure serviceability until the next ACI induction. 2. Incorporate of all authorized depot level technical directives. 3. Replace Depot- level time change components which exceed specified replacement intervals prior to next scheduled ACI, and replace O level time change components that are required before next flight. (See Table 1 attached to this FBO Posting) 4. Conduct T-6 ACIs in accordance with (IAW) T-6 Aircraft Condition Inspection (ACI) dated 20 July 2016 (Attachment 2), Model T-6A, U.S. Navy, U.S Air Force. The ACI event will be conducted on each T-6A aircraft every five (5) years from completion of last ACI or ten (10) years since entering service. One fifth of the total Navy fleet will undergo an ACI event every year, resulting in an annual throughput of approximately fifty- eight (58) aircraft. The ACI event shall take no more than one hundred fifty (150) days each. The number of aircraft in work at any one time should be no more than twenty five (25) in accordance with Table 1. 5. Conduct any necessary restoration to original aircraft specifications IAW the appropriate Structural Repair Manual (SRM). If procedures are not yet available in the SRM, it will be a requirement of the vendor to obtain the necessary information from the Original Equipment Manufacturer (OEM) directly. 6. Remove the following parts and/or assemblies for inspection access and/or processing or rework for every ACI: a. Engine Accessory Cowlings b. Battery c. Auxiliary Power Supply d. Canopy e. Canopy Strut Assemblies (2 each) f. Cockpit False Floor Boards and Panels g. Forward and Rear Ejection Seats h. Forward Ejection Seat Guide Rails i. Aileron Assemblies j. Elevator Assembly k. Rudder Assembly l. Horizontal Stabilizer Strut Assembly (discard bolts upon removal) m. Horizontal Stabilizer (discard bolts upon removal) n. Vertical Stabilizer (discard bolts upon removal) o. Nose Landing Gear Drag Brace p. Wing from the fuselage (discard bolts upon removal) q. Aft Power Quadrant r. Cockpit Insulation/Soundproofing Pads s. Seat Adjust Control, P/N 133-360055-1 from aft cockpit L/H control panel t. Anti-G Control Panel from aft cockpit L/H control panel u. Aft Battery Circuit Breaker panel from aft cockpit L/H control panel v. Dual Dimmer P/N 866-1-1 from R/H control panel (forward of Oxygen Flow Controller) w. All access doors, inspection panels, plates, and fairings except as Table 2 (See Table 2 attached to this FBO Posting) 7. Conduct, after restoration and operational checks, aircraft ground functional checks, Daily and Turnaround, followed by a Functional Check Flight IAW current NATOPS, as well as Ferry flights to and from the Main Operating Base. NOTE: The Government does not own or have rights to all T-6 engineering drawings and/or specifications needed to perform this work. This effort requires access to OEM drawings, specifications and engineering data, or a mitigation strategy to provide a solution without such technical data. In your response, please address this requirement in detail. CAPABILITIES STATEMENT PACKAGE AND SUBMISSION DETAILS: Please provide a capabilities statement as outlined below that demonstrates your company's ability to perform the requirement as described in this sources sought. The capabilities statement shall address in detail, and at a minimum, all items under Contractor Survey, Parts I, II, and III, below. Failure to provide documentation may result in the U.S. Government being unable to adequately assess your capabilities. If you lack sufficient experience/capability in a particular area, provide details explaining how you would overcome the lack of experience/capability in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Additionally, state in your submittal if you intend to submit as the prime contractor or as a subcontractor (identify the prime contractor with whom you will subcontract). Both large and small businesses, pursuant to the size status for NAICS code 336411, are encouraged to participate in this market research. Joint ventures or teaming arrangements are acceptable. The capabilities statement package should be no more than 20 pages (8.5 x 11 inches) in length, paginated, single-spaced, and 10 point font minimum. All pages shall be marked with the Company name. Answers to the below inquiries will be evaluated to determine capability and the likelihood that requirements can be executed based on capability and the chosen approach. The submission will be assessed for risk and impact of cost, schedule and technical performance related matters that could occur depending on the management approach, current capability and needs to establish additional capability. It is preferable to the Government that when the same information is applicable to more than one response, instead of repeating the information, reference be provided to the location of the information elsewhere in the response. Please describe your prior/current corporate experience and performance of requirements of this type, size, and complexity of effort within the last five (5) years. For each such experience referenced, please provide contract number, organization supported, whether performance was as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the ACI specification objectives. 2. Provide a summary of the company's capability to meet the requirements objectives and perform the efforts for a contract of this magnitude. At a minimum, this description shall demonstrate, through prior and/or current experience, the following: a. Aircraft structural disassembly, fabrication and installation and quality inspection b. Aircraft structural and avionics system modification c. Development, upgrading, and fielding of modification installation kits d. Qualifying, testing, certifying aircraft, aircraft subsystems and components, and the development and FAA approval of Supplemental Type Certificates (STC) for aircraft components 3. Describe your Company's current engineering support relationship with the OEM for the T-6 and/or provide detailed evidence of the ability to establish the required support with the manufacturer. 4. Describe your capabilities and experience in managing depot maintenance development projects, including design interface, with an OEM. 5. Provide documentation of current FAA certificate rating and/or the ability to receive FAA certification rating for the required work. 6. Describe your Company profile to include major products/services, primary customer base, number of employees, annual revenue history, office location, Cage Codes, statement regarding current Small Business Administration (SBA) business size and socio-economic classification under (i.e., small, small disadvantaged, service disabled, veteran owned, HUBZone, etc.), statement whether your interest in this effort is as a prime offeror or to express interest regarding subcontracting possibilities, and contact information (telephone and email) for points of contact of those able to discuss the material submitted. 7. Describe your capacity and facilities for this effort. Explain any element of this requirement (such as engineering, aircraft integration, technical data development) that your company either does not currently have or that must be established to accomplish tasks that result from the requirements. 8. Affirm if your Company is capable of performing 50% of the work (IAW FAR clause 52.219-14) and if your company intends to perform 50% of the work as the prime Offeror. A key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50 percent of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. 9. Affirm that your Company has the ability to begin performance thirty (30) days following a contract award. 10. Affirm that your Company currently has the ability to provide and complete the required five (5) ACIs per month per the schedule. Or, if not, explain how you intend to meet the minimum requirement. 11. Describe any limitations your Company may have for responding to these requirements. Include limitations and courses of action necessary to overcome the limitations. Identify whether the limitations are based on cost, schedule or technical performance issues you feel should be considered. Part III Technical Approach: 1. Describe the ability of your Company to perform T-6 ACIs. Since the Government does not own complete data rights to the aircraft design, describe how you will complete ACIs without Government-furnished technical data, including any necessary mitigation strategy required to perform the ACI requirement without such technical data. If you will be partnering with another company, provide the company name and contact information for an individual knowledgeable about the teaming arrangement at that company. Did you coordinate with the company on this possible partnership and are they willing to be in the partnership? 2. This effort will require compliance with AS9100C. What quality assurance processes and test qualification practices does your Company employ? State whether your company is currently AS9100C certified or how your company will obtain this certification. 3. Describe your hardware and software configuration control management program. 4. Provide an assessment of the program technical, schedule, and cost risks. 5. Provide your technical data sharing methodology and process to allow for independent and/or a mixture of Government, Contractor, or Private-Public-Partnering repair and sustainability of components/systems addressed in your response.
