Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described in the Statement of Work (SOW). Potential offerors are invited to provide information via e-mail to shawn.oneil1@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition according to SOW. Potential contractors shall provide, at a minimum, the following information to shawn.oneil1@va.gov: 1) Name, address, point of contact name, phone number, and e-mail address. 2) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quote nor does restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company's ability to provide the service above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest, however, preference will be given IAW VAAR 819.7004 Contracting Order of Priority. The Government must ensure there is adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pays for information solicited. This synopsis is not a solicitation announcement for Request for Quote. No formal solicitation document exists at this time, and no contract will be awarded from this announcement. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by 5:00 PM (PDT) on August 29, 2016.. STATEMENT OF WORK (SOW) 1. Background The Portland VA Medical Center (PVAMC) Dialysis Unit, which is open 6 days a week for 2 shifts, requires an annual preventative maintenance service for the Mar Cor Purification Reverse Osmosis CWP-100 series (Central Water Plant) to comply with warranty. This is very important to maintain the demineralized water quality for patient safety during treatment. 2. Scope All work is to be performed on the ( 2 ) side by side CWP's in 7D-119 by a certified technical representative. CWP 102's, S/N 1326768( EE 136386 ) and S/N 1326727 ( EE 136387 ). 3. Specific Tasks General Requirements: Vendor must provide all parts and service to repair the CWP; and all technicians must be certified to work on Mar Cor CWP-100 series units. 4. Performance Monitoring The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. "System Performance Review - Monthly "Carbon Tanks - Monthly exchange and rental "Preventative Maintenance Kit - Annually ( 1 on each unit ) "Inspect and replace RO Pre-Filters - Monthly "Pretreatment filter replacement - Monthly "Inspect and Replace Pyrogen ( this includes the part ) - Annually "Inspect and Replace filters - Monthly "Pre RO filter - Monthly "AAMI Water test: - Annually oCity Water oRO Product oLoop return "Clean temperature probes - Annually "Calibrate booster pump - Annually "CWP parts and replacement "CWP Calibration/verification "Settings "Heat Disinfection "Chemical disinfection "Supplemental system 5. Security Requirements The vendor representative will be accompanied by a permanent employee of PVAMC during the service 6. Other Pertinent Information or Special Considerations. 1.The contractor shall provide service engineers that have specialized experience with the MAR COR CWP 102. 2.The contractor's service engineer shall have fast access to parts, elevated troubleshooting assistance, and regional support. 3.The contract shall execute a non-disclosure agreement. 4.All parts will be brought in with service tech. 7. Inspection and Acceptance Criteria. The facility POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services. 8. Place of Performance. Work will be performed in room 7D-119, Dialysis, PORVAHCS, Building 100, 3710 US Veterans Hospital Road, Portland, Oregon, 97239. 9. Period of Performance. The base year shall span 7/1/2016 thru 6/30/2017. 10. Delivery Schedule.
