- Description
- The details of this Request for Proposal (RFP) are described in the RFP attachment (HSCG23-16-R-PFP021). The United States Coast Guard (USCG) will be centralizing and standardizing nineteen (19) current guard services contracts, which are currently supporting twenty-seven (27) installations throughout the U.S. The centralization and standardization will be achieved via migration of the 19 current contracts into one (1) Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle with up to two (2) IDIQ contract holders. The work will be performed at USCG locations within the United States and U.S. territories within the USCG's area of responsibility (AOR). The guard services IDIQ will be a centrally managed and centrally executed contract. Only warranted USCG Headquarters contracting officers will be able to issue task orders against the IDIQ. The IDIQ and all task orders (TOs) issued underneath the IDIQ will be Firm-Fixed Price (FFP) and will be an 8(a) set-aside. This is a commercial item acquisition in accordance with Federal Acquisition Regulation (FAR) Part 12, "Acquisition of Commercial Items." The services to be provided under the contract are considered "commercial" as defined by FAR 2.101. The types of services described in RFP Section C are customarily used by non-governmental entities for purposes other than government purposes. All questions regarding this solicitation must be received by Wednesday, September 7th, 2016, at 2:00 PM Eastern Daylight Time (EDT). Questions will only be accepted in email format. Questions received in any other format will be disregarded. Emails should be addressed to the joint attention of the Contract Specialist, Chief Warrant Officer (CWO) Joe Tallent, at joe.b.tallent@uscg.mil and the Contracting Officer, Mr. Nathan Dolezal, at nate.dolezal@uscg.mil. Answers to all questions will be posted in matrix form to the FBO page noted above. However, specific information as to which company asked which questions will not be provided. Offerors are strongly encouraged to ask questions and convey their expectations about the requirements during this time. The USCG desires to alleviate concerns during the solicitation phase so that no assumptions or exceptions will be present in any proposals. Offerors shall not submit a proposal that includes any exceptions taken to the RFP or its attachments. By submission of its proposal, each offeror is verifying that it understands the RFP, the RFP attachments, and that there are no exceptions to the RFP or its attachments in the proposal itself. Should there be additional questions received by USCG after the first cutoff date of Wednesday, September 7th, 2016, there will be a second and final cutoff date of Wednesday, September 21st, 2016, at 2:00 PM EDT. The same procedures are followed for submitting questions and for submitting them to CWO Joe Tallent and Nathan Dolezal. The deadline for the IDIQ-level proposal submission is Friday, October 7th, 2016, at 2:00 PM (EDT). Any IDIQ-level proposal received after the aforementioned date and time risks immediate rejection by the Contracting Officer. Proposals will only be accepted by email; any proposal received by USCG that is not emailed will not be considered for award. Only proposals submitted by eligible 8(a) prime offerors will be considered for award. All proposal emails should be addressed to the joint attention of the Contract Specialist, Chief Warrant Officer (CWO) Joe Tallent, at joe.b.tallent@uscg.mil and the Contracting Officer, Mr. Nathan Dolezal, at nate.dolezal@uscg.mil. Offerors must submit their proposals via at least four (4) separate emails. Each email must have the offeror's name in the subject line and be formatted as noted below. The only text that should change is the text [in brackets]: a. [Name of Offeror's Company], Management Approach and Technical Capabilities Volume, b. [Name of Offeror's Company], Past Performance Volume, c. [Name of Offeror's Company], Price Volume, and d. [Name of Offeror's Company], Administrative Volume. The file capability of USCG's servers is 10 megabytes (MBs). A proposal that is of greater size shall be submitted in multiple transmissions, all of which must arrive by the proposal submission deadline. By submission of its proposal, each offeror is asserting that it understands the RFP, the RFP attachments, and that there are no exceptions to the RFP or its attachments in the proposal itself. The deadline for offerors to submit all four (4) task order proposals is Thursday, October 20th, 2016 at 2:00 PM (EDT). Submission of the four (4) task order proposals should follow the same procedures noted above in this section for IDIQ proposal submissions. The sole difference is that offerors do not need to submit a past performance volume. This RFP shall not be considered direction to proceed with the subject effort. This RFP is not a promise of future direction to proceed. Offerors are solely responsible for all RFP submission costs. Proposals shall be limited per the instructions outlined in the attachment. If any volume or required information is omitted, offerors risk being excluded from award.
