Description
Provisions and Clauses (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N/A (ii) The solicitation number is W911QX-16-T-0335. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89 effective 14 July 2016. (iv) The associated NAICS code is 334513. The small business size standard is 750. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Portable handheld 3D Scanning Equipment as listed below: The Contractor Shall Provide: 1) Handheld 3D Scanner -Two (2) units that meet the following minimum Government specifications: Shall capture textures with resolution of at least 1.3 mp and colors to 24 bits per pixel Shall capture with resolutions down to 0.1mm Shall maintain 3D accuracy of up to 0.03% over distances of 100cm Light source shall be flash bulb or blue LED (not laser) Angular field of view shall be at least 30° H x 21° W Data acquisition speed shall be at least 1 million points per second Unit weight per unit shall be 1.9 lbs max Interface shall be USB 3.0 compatible No special calibration equipment required 2) Scanner Operating Software Shall output in the following formats: OBJ, PLY, WRL, STL, ASCII, PTX, e57, XYZRGB Shall process at many as 40 million triangles per 1 GB of RAM Supported operating systems: Windows 7, 8 or 10 - x64 3) Scanner(s) shall come with hard shell travel case or as an accessory 4) Scanner(s) shall be capable of battery powered operation, supplied as accessory 5) 6) Scanner software training and support shall be available from an authorized reseller within 50 miles of APG, MD 7) Post processing software shall be capable of: Input from scanner software in compatible format as above Provide advanced tools for mesh editing to high quality watertight polygon models Provide advanced tools for creating Nurbs geometry from scan/mesh data into CAD Output shall be compatible with existing Army software packages for human factors analysis 8) Post-processing software training Training and support shall be available from an authorized re-seller within 50 miles of APG, MD Training shall include use of specified scanner(s) with specific workflows for Army human systems integration analysis 9) Vendor shall supply technical support via email, phone, for a minimum of 1 year and shall be located within 50 miles of APG, MD in case of additional training or support is required Additional requirements: 1. Offeror Information: Offeror shall be current in relevant U.S. Government and DoD procurement systems. 2. Offeror Experience: Offeror shall be in the business of providing 3-D scanning equipment and must have done so for at least the past five (5) years. 3. Authorization: Offeror shall be an original manufacturer, authorized distributor, or dealer authorized by OEM. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: N/A (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
