- FGCMS Solicitation Number HM0476-16-R-0019, Status Update Solicitation Number HM0476-16-R-0019 has been delayed in order to reexamine the scope and objectives of FGCMS. NGA is considering a new acquisition strategy primarily focused on providing GEOINT Services for FG Modernization and not on legacy system sustainment. Market research will continue during this time to analyze the type of anticipated services, sources, alternative contract vehicles, extent of small business participation, etc. Current planning envisions release of revised requirements documentation, a Draft Request for Proposal (RFP), and holding another Industry Day. Any additional details or information appropriate for sharing with Industry will be posted under the FGCMS solicitation number on the FedBizOpps (FBO) website; however, the UNCLASSIFIED Acquisition Resource Center (ARC) website is considered the primary source for disseminating information to interested parties. Prospective offerors are responsible for monitoring the FBO and ARC websites for the release of any additional information as it becomes available. While the Government, after conducting a thorough analysis of all market research efforts, requirements, funding, etc., expects to issue a solicitation for the procurement of FGCMS at a future date, NGA has not committed itself to doing so. Therefore, Industry should not construe this status update as a commitment from the Government to issue a RFP. If a decision is made to release a Draft RFP or RFP for FGCMS, NGA/OCS will post a notice of proposed contract action on the FBO website directing interested parties to the Unclassified ARC website. Original Synopsis, 26 April 2016 The National Geospatial-Intelligence Agency (NGA), Office of Contract Services (OCS) will host an Industry Day on 11 May 2016 at the Acquisition Center of Excellence (ACE) Conference Center - Main Auditorium in Chantilly, VA for the Foundation GEOINT Content Management Services (FGCMS) acquisition. The Government anticipates executing a single contract award to provide Information Technology services in support of the modernization of NGA's Foundation Geospatial-Intelligence (GEOINT) (FG) mission. Part of the requirements includes the modernization and sustainment of production environments used in the Foundation GEOINT (FG). These production environments included the many, varied domains of FG--aeronautical, maritime, topography, human geography, geographic names, boundaries, elevation, controlled imagery, gravity, global positioning system, and geodetic surveys. The second part of the requirements supports the development of a common dissemination environment for the sharing of content from the varied domains. FGCMS will use agile methodologies to accomplish these support services. This Industry Day event will provide a forum for personnel (or representatives) from NGA's IT Services Directorate, Content Services Office (TIC) and NGA's Source Foundation Group (SF) to present an overview of the FGCMS effort. The event will also foster networking, improve collaboration, increase opportunities for competition and subcontracting, and exchange information between the Government and Industry in regards to the Government's intent to award a competitive contract for FGCMS. The classification of the meeting and presentation is UNCLASSIFIED. Businesses of all sizes are encouraged to participate in the Industry Day. NGA strongly promotes the participation of small businesses in meeting our mission needs. In addition to this notice on FedBizOpps, all interested parties are directed to the unclassified Acquisition Resource Center (ARC) website at https://acq.westfields.net for draft documentation and additional information about the FGCMS acquisition. The classified portion of the Contractor Bidder's Library (CBL) is available under the classified ARC at https://acq.nro.ic.gov. Contractors must register to attend the event under the "Industry Day" tab on the unclassified ARC website. Due to space constraints, companies are limited to four (4) representatives per company and will be accepted on a first come, first served basis up to the room capacity (175), after which a wait list will be established. Further instructions to sign up for Industry Day will be posted on the FGCMS ARC site's announcement page. Following the Industry Day Presentation on 11 May 2016, the Government will conduct one-on-one sessions. If necessary, the one-on-one sessions may extend to 12 May 2016. Contractors must register under the "One-on-One" tab on the unclassified ARC website. The Government does not want a contractor's marketing presentation. Rather, the purpose of the one-on-one sessions is to allow participants an opportunity to ask further questions about any of the materials released to date and the FGCMS Industry Day Presentation. Further instructions to sign up for the one-on-one sessions will be posted on the FGCMS ARC site's announcement page. Participation in the FGCMS Industry Day and one-on-one sessions is voluntary and at your company's expense. NGA will not reimburse any costs incurred for travel or other expenses in connection with the event. Further, the Government may use any information provided during the FGCMS Industry Day or the one-on-one sessions to complete market research and any future FGCMS RFP. While the Government, after conducting a thorough analysis of all market research efforts, requirements, funding, etc. expects to issue a solicitation for the procurement of FGCMS at a future date, NGA has not committed itself to doing so. Therefore, industry should not construe the FGCMS Industry Day as a commitment from the Government to issue a RFP. This notice is being issued for planning and information purposes only. It does not constitute a solicitation. The Government will not accept proposals as a result of this notice.
