Description
1. Page 38 of SOW states LD rate at 98/day, SOW states 1000/day. Please advise which is the actual damage rate if work isn't complete. $1000 seem punitive. The liquidated damages for this project will now be $250/day. 2. SOW 2.1.1.1 - states the manufacturer to provide requirements for footings. Is this stating that you want the manufacturer to include footing design with building design package submittal? Ref 2.1.2 also below for similar question? The manufacturer doesn't provide any foundation design services. The contractor shall follow any footing requirements by the building manufacture and approved by the COR to meet a minimum of a 12 in deep footing by 18 in wide footing the length of the perimeter. 3. 2.1.1.2 Concrete Work - mentions grade to be by the Government. At site the Government staff stated all work by the contractor. This site has approx 2-3 feet grade change in location identified. Please advise on requirement. Is there locations that we can excavate to obtain the required fill if this is required? Also is there now a requirement to remove all vegetation? Moving the building further east substantially benefits the site conditions where it is higher and more level, but still needs fill to accommodate. Noting the parking lot runoff drainage and ditch need to be quite clear of structure and taken into consideration on placement and elevations. May need to be included in foundation design. Need to know proposed elevation in relation to sidewalk or parking lot in reference to grade. The location of the pavilion shall be marked and a rough surface prepared by the government with final grading the responsibility of the contractor. All vegetation shall be removed prior to any concrete slab or footing being placed. 4. SOW 2.1.1.4 is confusing. Are they transposed in definition of membrane and moist process? Is the requirement the choice of the contractor to use chemical cure, or 2" sat sand with poly? Seems to be a large variance on cost impact and requirement. The sand method appears to be costly in material, manual labor, and removal. Also the weight is approximately 24 tons. Concerned with bare weight on new concrete with only mesh reinforcement. What is the expected removal and is there location to do this. I recommend simply allowing concrete to cure 'properly' and use industry standard concrete sealer. By properly I mean protecting from elements with saturated burlap sheet and poly. This is after-all a concrete surface, but needs to ensure adequate surface for occupancy and use. Concerned with sand protection and goal. Please advise. Section 2.1.1.4. was just giving a basic over guidelines and describing the two of the commonly used process that could be used. Ultimately it would be left up to the contractor with the COR approval before execution. 5. SOW 2.1.2 Shelter Recommendations - the provides some direction in minimum thickness for footing and states 4" slab w/ 2" slope. Says to refer to manufacturer. The manufacturer doesn't provide this typically. Also the minimum requirements have 12" thickness at edge of slab; however, it appears the building is 1' foot narrower then the slab size on perimeter; therefore, does the Government expect a 1 foot thickened edge outside the foundation yet to be designed, or just a thickened edge to minimize undermining of slab?. Shelter should be a 1 foot thick slab with and 18 inch width footing around perimeter of building. The slab is 1 foot larger in each direction than the metal building. 6. SOW 2.1.2 Shelter Recommendations - During site visit it was announced that stamped engineering design of foundation is needed. There are many assumptions to to price this requirement prior to award. The design will not be available, so the contractor needs to assume the design method e.g. spread footing, pier and beam, mat foundation, or combination of any. The sizing of this is based on other unknown information based on soil analysis of site. This will determine load factors and foundation requirements. Is design build of foundation a requirement and are these part of submittals? Please advise as there is a large cost variance in assuming this foundation. Can the Corp of Engineers provide a foundation section and/or clarify design build requirements. The manufacturer of the metal building should have to provide footing requirements to ensure their buildings/structures are built correctly/safely as they will warranty the work. There for a soil analysis of the site will not be needed due to the limited loading of a pavilion. The contractor shall follow any footing requirements by the building manufacture and approved by the COR to meet a minimum of a 12 in deep footing by 18 in wide footing the length of the perimeter. 7. 60 day performance period isn't sufficient to provide design (min 30), submittals (min 14), material orders (est. 42), and installation (min 21), cleanup & final acceptance. Can we propose our expected completion period? Please advise. The government is acceptable to increase the contract to 75 day performance period. 8. Will the COE locate the underground electrical on site? Stated between utility poles on site. Location of structure wasn't exact just in general vicinity. Appears to be east of this utility, but need to verify. The digging safety requirements are significant when close to utility and hand digging. The underground utilities are already de-energized and the government will mark the underground utilities before any construction begins. 9. Is sodding of site or seeding going to be required, as this site appears to be maintained grass area. Seeding isn't requirement as part of the SOW/Contract.
