- (i) This is a combined synopsis solicitation for commercial items and installation prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) The solicitation number is W912J7-16-T-0009 and is issued as a request for quote (RFQ), unless otherwise indicated herein. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). This system can be found at https://www.sam.gov. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 and through Department of Defense Acquisition Regulation Change Notice 20160802. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil. (iv) This procurement is being issued as a Small Business Set-Aside. North American Industrial Classification Standard 334310; Small Business Size Standard: 750 employees. (v)(vi) The requirement is as follows. CLIN 0001 Auditorium upgrade. See Statement of Work. (vii) Delivery: Items shall be installed at 3882 W Ellsworth St., Building 440, Boise, Idaho 83705. No later than 1 October 2016. (viii) The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this acquisition. QUOTE INSTRUCTIONS: Offerors shall provide supporting documentation for an "or equal" quote for thorough evaluation of proposal. Additionally, the vendor shall fully explain their ability to meet the requirements from above. Quotes shall specify Total Price. Quotes will be evaluated for completeness; all line items shall be priced. Adequate competition is anticipate for this acquisition. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price considered. Offerors shall submit firm-fixed pricing for all above requirements. Include commercial price lists and, if applicable, any FSS schedule numbers and pricing. Include any applicable discounts to the Government. (ix) The provision at FAR 52.212-2 Evaluation - Commercial Items applies to the acquisition. EVALUATION FACTORS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical ability to meet the requirement; (ii) price; (iii) demonstrated past performance; (iv) delivery schedule; Technical, delivery, and past performance, when combined, are as important as price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (X) The provision at FAR 52.212-3 Alt. I Offeror Representations and Certifications - Commercial items, applies to this acquisition. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at SAM. (xi) The clause at FAR 52.212-4 Contract Terms and Conditions- Commercial items, applies to this acquisition.
