- Notice of Intent for the Reading For Success - National Program for Reading (RFS-NPR) Project THIS NOTICE OF INTENT (NOI) IS NOT A REQUEST FOR PROPOSALS (RFP). The purpose of this NOI is to provide advance notification that USAID/Morocco is contemplating issuing a Full and Open RFP within the next month. The offerors should use this opportunity to identify key personnel and establish preliminary teaming arrangements. The resulting award will support USAID/Morocco's Reading For Success - National Program for Reading (RFS-NPR) Activity. This new award has an estimated cost between $17.5 million and $19.5 million over the course of 5 years with an anticipated award date in May 2017 with a rapid mobilization. Ability to rapidly mobilize in Morocco will be one of the evaluation criteria under the RFP. We anticipate this award to be a Cost- Plus-Fixed-Fee Completion type contract. The Education Office in the United States Agency for International Development's Mission in Morocco requires technical services to implement the Reading For Success - National Program for Reading (RFS-NPR) Project in Morocco. The objective of the RFS-NPR activity is to expand USAID/Morocco's efforts to support the Ministry of National Education and Vocational Training (MNEVT) to improve reading and writing outcomes at the primary school level. The activity will be carried out in partnership with the MNEVT to build their capacity to develop effective Arabic language curriculum and instructional materials and to deliver professional development programs to education personnel to improve teaching skills and better monitor student progress. Notification of this opportunity does not obligate USAID/Morocco to pay for any costs that may be incurred by interested parties for any action taken in response to issuance of this NOI.
