- Notice of Intent to Sole Source Post on FBO for Sole Source Requirements >$25,000.00 Post in Public Place (FedConnect) for Sole Source Requirements >$15,000.00 This solicitation is being advertised as a noncompetitive sole source solicitation, because there is only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation has a requirement for Aquatic Informatics: Aquarius Time Series server software. The Aquarius software is to be used to connect multiple standalone computers into a server based single unit. Aquatic Informatics Hydrometric Workstation is approved and tested by the USGS and meets all current USGS protocol and techniques of water resources specifications. Under current licensing, any changes required by the USGS will be made available to Reclamation at no charge. This software is a customizable software package that includes the GRSAT rating curve generating program which was developed by the USGS, velocity indexing modules, primary computation tables, and much more. The USGS will be providing training in the future which will benefit Reclamation as they are our primary source of training in the water measurement field. Aquatic Informatics software is currently utilized within the Blythe Hydrographic Office therefore the integration of this software would be simple as the interface has already been developed to work with the Hydrologic Database and other custom data management tools. No other commercial software packages were found that meet our requirements. Presently the USGS is under contract with Aquatic Informatics for the development of their nationwide data collection and records processing software system. Since this software is being developed to exacting specifications by the USGS, Aquatic Informatics is the sole USGS approved software system. This acquisition requires supplying specific software that meets or exceeds the capabilities of the Aquarius Time series software. The contractor shall provide all professional, technical and related services necessary. Aquarius Time series software is proprietary to Aquatic Informatics, Located in Vancouver, BC. Aquatic Informatics designs and installs the Aquarius system. The NAICS for this action is 511210, Software Publishers, Which has a small business size standard of $38.5 million. Award is anticipated in August 2016. The resulting contract will be a Firm Fixed Price type contract. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will manage, maintain, and repair software that is otherwise proprietary by Monday, August 08, 2016 which shall be considered by the agency.
