Description
HANDHELD XRF MONITORING INSTRUMENT This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is: 334517 Irradiation Apparatus Manufacturing. The small business size standard for NAICS Code 334517 is 1,000 employees. Lower Colorado River Regional Office (LCRO) Environmental Compliance Group. LCRO is in need of the latest technology in Portable X-ray Fluorescence (XRF). The XRF shall have a powerful handheld design for complete environmental investigations of metal contaminants in Hazardous Waste, Hazardous Materials, soils, sediments, fluids, dust wipes, paint and filters. The field-ruggedized handheld XRF with have hot-swappable batteries capabilities and offers 24/7 heavy-duty operation. The XRF analyzer shall test for Lead Based Paint (LBP) and dangerously high levels of Resource Conservation and Recovery Act (RCRA), Priority Pollutant and Hazardous Metals in seconds. The XRF will be used for soils and sediments analysis according to Environmental Protection Agency (EPA) 6200, ISO/D1Sl3196, filters per National Institute for Occupational Safety and Health (NIOSH) or the Occupational Safety and Health Administration (OSHA) methods, screening surfaces and measuring dust wipes for Lead, Cadmium, Chromium, Arsenic, Mercury and more. Soils - The XRF needs to have the ease in detecting metals for site characterization, contamination tracking, remediation monitoring, property evaluations, construction and demolition waste sorting, industrial or mining community perimeter checks, agriculture soil inspections, and hazardous waste screening for disposal classification. Quantitative measurements of the metals are based on robust preprogrammed calibration methods that may be refined by the user. Surfaces, Dust Wipes, and Filters - The XRF will be used to measure lead on surfaces and in dust, paint chips, and flakes. The XRF can also be used to check filters for airborne metals from welding, construction, mining, manufacturing, and paint removal activities. The capability statement shall address the work listed above, demonstrate the company's capability to provide the product, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, DUNS number, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
