Approved for public release; distribution is unlimited. Approved for Public Release 16-MDA-8806 (18 August 16) a. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The Missile Defense Agency's Sensors Directorate (MDA/SN) has a Radar Research and Design (R&D) Test Planning, Execution and Analysis contract requirement and intends to pursue a full and open competition in accordance with FAR Part 15 resulting from an RFI/Sources Sought issued on May 12, 2015 referenced above. The work required under this acquisition is in support of MDA/SN radar development to include the Army Transportable Radar Surveillance (AN/TPY-2), the Sea-Based X-Band Radar (SBX), the Upgraded Early Warning Radar (UEWR) and the COBRA DANE (CD) Radar. Sensors test planning and execution is the responsibility of the MDA Sensors Test Division (MDA/SNT) and Sensors test analysis is the responsibility of the MDA Sensors Systems Engineering (MDA/SNE), both located at Redstone Arsenal, Alabama. Tests events are defined in the BMDS Integrated Master Test Plan (IMTP) provided as Government Furnished Information (GFI) by MDA. MDA plans, executes, and analyzes test events in the manner outlined in the MDA BMDS Test Concept of Operations. Test Support includes support of two to three major BMDS ground tests, one to two flight tests per year and pairwise element level testing with other BMDS Elements as required. The requirements include and are detailed in reference number HQ0147-15-R-0025. (1) Radar Modeling and Simulation development (Open System Architecture Sensor Models and Open System Architecture Signal Injector (OSM/OSI)). (2) Ballistic Missile Defense System (BMDS) Ground Test Planning, Execution and Analysis (including MDA integration testing with the Objective Simulation Framework within ground test labs and at each participating radar site as necessary). (3) Ballistic Missile Defense System (BMDS) Flight Test Planning, Execution and Analysis (including MDA integration testing with the Objective Simulation Framework within ground test labs and at each participating radar site as necessary). The North American Industry Classification System (NAICS) code for this procurement is 334511. It is anticipated that award will result in a single IDIQ award with cost plus incentive fee (CPIF) and cost plus fixed fee (CPFF) CLINs for a base period of two years, and four one-year option periods. Award will be made based on best value to the Government. MDA intends to incentivize the use of small businesses (with a 30% target of contract value) in order to build future small business capabilities. There is no solicitation available at this time. A draft Request for Proposal (RFP) is planned for release before the end of October 2016. A formal solicitation release is planned for the beginning of February 2017. The solicitation number will be HQ0147-16-R-0051. The official release of the solicitation will be posted on the Federal Business Opportunities (FBO) website located at the following address: https://www.fbo.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. b. Industry Day MDA tentatively plans to conduct an Industry Day, including a session of one-on-one discussions with interested parties, following the evaluation of responses to this notice. If scheduled, a separate notice will specify the dates, location, attendance requirements, and other details. c. Questions. These questions and the Government's responses shall be made available to industry via FedBizOpps. Verbal questions will NOT be accepted. At the time of this notice, no current year appropriated funds are available for any acquisition under this synopsis.
