Description

Notice of Intent to Award a Sole Source Contract The U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) intends to issue a sole source firm-fixed priced award for a Modular Lasar Scanning Confocol Microscope. The authority for the sole source justification and other than full and open competition procedures will be FAR 13.501(a)(1)(ii) Only One Source Reasonably Available and No Other Supplies or Services will Satisfy Agency Requirements. The applicable NAICS code for this acquisition is 334516. This action includes the purchase of one Confocol Microscope with Modular Laser Scanning 34 Channel LSM 880 with multiple laser lines and Airyscan. This instrumentation will be used in the pathological evaluation of viruses, bacteria, antibodies, vaccines and drugs, as well as their interactions, which will facilitate the development of countermeasures against viral and bacterial bio-threat agents. Also included is a five year warranty: 1 Year Manufacturer's Warranty included and 4 Years additional Warranty/Protection Plan. The proposed contractor for this action is Carl Zeiss Microscopy LLC. Carl Zeiss Microscopy is the sole manufacturer of the Modular Laser LSM 880 Confocol Microscope. The LSM 880 Laser Technology, to which Carl Zeiss LLC holds an exclusive patent, is the only confocal microscope with high resolution confocal capabilities, which addresses the Division of Pathology's need for imaging of infectious agents in a variety of different samples (including tissue and cell culture) in high degree resolution. Specifically, this particular model address provides the following unique capabilities: 1) It can image multiple dyes including DAPI at the same time with minimal resolution 140 nm laterally and 400 nm axially; and 2) it has the ability to perform single molecule imaging and analysis. These two capabilities and the applicable technology are not offered by any other competitive commercial confocol microscopy brands, as it is unique to Carl Zeiss LLC. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action is based upon market research and is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
