- Justification for Other Than Full and Open Competition NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order pursuant to FAR 13.501(a)(1)(iv) to Teletronics Technology Corporation (TTC), 15 Terry Drive, Newtown, PA 18940 for the Orion Ascent Abort 2 ground development testing and flight purposes requirement. The following items are required: 1) non-recurring engineering services to design and develop the DDL-101-1 card, 2) four units of the high speed data acquisition module, and (3) a one (1) year warranty for all items. Justification is based upon the following facts: 1. Compatibility with existing NASA stocks of TTC components is required to meet the technical requirements of the program and provides a significant cost benefit to the government. 2. The government's minimum needs can only be satisfied by unique supplies or services available from TTC who has subject matter experts that are knowledgeable in both the supply items and support services related to this program area and that have access to intellectual property of TTC that is protected by the Trade Secrets Act. These reasons justify procuring the required services exclusively from Teletronics Technology, Corporation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. PT on August 30, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
