Description
Description: The US Army Corps of Engineers, Walla Walla District is seeking sources to Manufacture and Supply one complete two person suspended platform system with fall protection davits for accessing the tainter valve shafts at Lower Granite Dam per this specification. All components, unless otherwise specified, shall be the standard product of a manufacturer that normally produces suspended scaffold systems. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 332999 and the associated small business size standard is 750 employees. Summary Scope of Work - Turbine Maintenance Platform 1.0 REQUIREMENTS 1.1 HOISTS Provide two 2200 lb man rated hoists for suspended scaffold system with the following salient features: • 2200 lbs lifting capacity • 208 VAC / 60 Hz 1 PH power • Operating speed: 32 fpm • 175 ft hoist wire ropes • Solid sheave traction mechanism • Integral secondary over-speed brakes • Upper limit switch • Central control box compatible • Handles and grips for ease of transport 1.2 STEP-DOWN TRANSFORMER • 480V 3-phase input power • Provides 220V power to hoists and 110V GFCI protected power for hand tools • Built in circuit breaker 1.3 CENTRAL CONTROL UNIT WITH PENDANT CONTROL • Simultaneous control of 2 hoists by one operator • Controls for the hoists both in the stage and at the top level • Wire length to allow for 175 ft of vertical travel of stage 1.4 STAGE Provide one standard 3 meter platform stage with the following salient features: • 30 inch width • Load rated to 2000 lbs • Meets or exceeds all OSHA and ANSI standards 1.5 STANDARD STIRRUPS Provide one set of standard end stirrups compatible with stage and hoists. 1.6 CUSTOM COUNTERBALANCED OFFSET STIRRUPS Design and build one set of custom counterbalanced offset stirrups as shown on attached plans and listed below: • Stirrups shall have sliding counterweights that will allow the stage to be adjusted to hang level fully loaded with up to 1200 lbs as well as empty. • Design sliding counterweights such that they can be slid in or out from inside the stage with a pole. • Include a locking mechanism to prevent weights from sliding when stage is in use. • Include a latching mechanism to allow the stage to latch into and hang from the docking station at four points to stabilize the stage during loading and unloading the stage and support it while connecting and disconnecting the hoists from the trolleys. Latching mechanism shall be capable of latching the stage into positon with the stage unbalanced up to 10 degrees out of level. • Submit calculations and drawings for custom counterbalanced stirrups stamped by a registered professional engineer. 1.7 DOCKING STATION Design and build a docking station that will sit on the grating ledges of the tainter valve shaft as shown on attached plans and listed below: • Include latching mechanism to mate with stage with custom counterbalanced stirrups. • Include steel pipe guard rail around perimeter with safety gate and ladder to access the stage from the top surface when the stage is latched into the docking station. Guard rail, ladder and safety gate shall meet OSHA and EM-385-1-1 requirements. • Include two fall protection davit bases listed below mounted as shown on the plans. • Submit calculations and drawings for docking station stamped by a registered professional engineer. 1.8 RIGGING Provide a rigging system to support the platform and hoists consisting of two beams supported by telescoping masts and trolleys to allow horizontal movement of the platform along the beams. The rigging system shall be capable of supporting the platform by either spanning an opening up to 16 feet wide or cantilever with up to 5 feet of overhang from the centerline of the mast to the centerline of the trolley at the end of travel. 154-24-C 1-Complete 18' Split Beam Pkg w/ Dolly, Longhorn, Beams, Jacks, Splice Plates & Strong back 1.8.1 Telescoping Masts Provide two telescoping masts for each support beam with casters and fulton jacks with a minimum height of 51" and a maximum height of 69" to the bottom of the beam. 1.8.2 Corner Adapter Provide one Corner adapter for each support beam 1.8.3 Beams and Strong Back Provide two support beams with overall length of 18 feet with one 10 foot beam and one 8 foot beam connected with a beam connecting tube. Provide strong back to allow the beams to support a 2200 lb hoist at 5 feet of overhang from the centerline of the mast to the centerline of the trolley at the end of travel. Beams shall have end stops to stop trolley travel at the end of the beam. 1.8.4 Counterweights Provide counterweights and mounting hardware as necessary to support 2200 lb hoists at 5 feet of overhang from the centerline of the mast to the centerline of the trolley at the end of travel. 1.8.5 Trolleys Provide two motorized man-rated trolleys to run on the beams capable of supporting the 2200 lb rated hoists. Trolleys shall have controls both in the stage and at the top level. 1.9 FALL PROTECTION 1.9.1 Davits Provide two Adjustable Offset Davit Mast - DBI Sala Model # 8518006, with 45" extension 8518003 or equal with the following salient features: • Offset adjustable from 23.5 in. to 42.5 in. • Anchor height adjustable from 81.5 in. to 99.5 in. • Fall arrest rated in all davit offset mast positions with a minimum strength rating of 1,800 lb • Built-in primary and secondary mounting and pulleys for SRL and winch. • Meets OSHA 1926.502, ANSI Z359.1 1.9.2 Bases for Davits Provide two wall mount davit bases - DBI Sala Model # 8518348 or equal with the following salient features: • Rated capacity 450lbs • Vertical load 5,000 lbf • 304 stainless steel construction • Compatible with davits • Meets OSHA 1910.66, OSHA 1926.502 1.9.3 Self-Retracting Lifelines with Retrieval Provide two Sealed-Blok Self Retracting Lifeline DBI Sala Model: 3400661 or equal with the following salient features: • Environmentally sealed dynamic components • 3-way emergency retrieval system • Integrated quick-mount bracket • 175 ft. (15m) 3/16" (5mm) stainless steel cable lifeline • Anti-ratcheting locking system • Built-in carrying handle • Swiveling stainless steel snap hook with impact indicator • Large pivoting anchorage loop • Anchorage carabiner • Cable tie-off adaptor x 4 ft. (1.2m) with carabiner • Reserve lifeline system • Ergonomic cable handle equipped with i-Safe TM • Meets ANSI Z359.14, ANSI Z359.4, OSHA 1910.66, OSHA 1926.502 This is not a solicitation.
