- Intent to Sole Source a Partial Month Extension for Operations and Maintenance at John F. Williams Coast Guard Building (MA0011ZZ), in Boston, Massachusetts. The General Services Administration, Public Building Service, Boston Service Center, Boston, MA intends to issue a sole-source contract modification in accordance with FAR 6.302-1 to extend Contract Number GS-01P-10-BW-D-0026 for a period of nine (9) days from September 1st, 2016, through September 9th, 2016. The current contract provides Operations and Mechanical Maintenance (O&M) Services contract at the John F. Williams Coast Guard Building (MA0011ZZ), 408 Atlantic Avenue, Boston, Massachusetts 02110. The current contract extension expires August 31st, 2016. The Government is in the process of procuring follow-on services to meet the requirements. The pending procurement is taking longer than anticipated due to issues experienced during the planning and solicitation formation stages. Therefore, this sole source extension is necessary to bridge the gap between the current contract and new award to ensure continuity of services and support the transition to a new award. The description of the work to be performed: The Contractor shall be responsible to provide all management, supervision, labor, subcontractors, materials, supplies and equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described within the current contract. The Contractor shall be fully responsible for providing all customer service, mechanical operations and maintenance, incidental repairs, minor repairs, and quality control at the John F. Williams Coast Guard Building in Boston, Massachusetts. The period of performance will be nine (9) days. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This extension is issued to facilitate continuation of services. A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building services to federal agencies in the New England region. This extension will provide services without disruption for the operation of facilities of this complexity by a firm that is familiar with the equipment and hold current security clearances. Security Construction has been performing these services since 2010 and is fully capable of continuing to perform for the additional one-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame, it may give notification via e-mail to Simeon Berry, Contracting Officer, at simeon.berry@gsa.gov no later than August 30th, 2016, 2:00 p.m., EST. The Government will review all responses without prejudice, whether or not the Government initially determines that another firm is fully-qualified to fulfill the requirements.
