The Department's mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access. The Department's Office of the Chief Information Officer (OCIO) provides the technological solutions that enable the Department to deliver world-class service to schools, students and their families. To accomplish its mission, OCIO advises and assists the Secretary and other senior officers in acquiring information technology (IT) and managing information resources. OCIO helps these leaders comply with the best practices in the industry and applicable federal laws and regulations, including the Clinger Cohen Act, the Government Paperwork Reduction Act and the Federal Information Security Management Act. In addition, the agency's Chief Information Officer is charged with establishing a management framework that leads the agency toward more efficient and effective operations, including improved planning and control of IT investments. On September 27, 2007, the Department replaced its enterprise wide network and IT support services contract, known as the Education Network Contract (EDNET), with the Education Department Utility for Communications, Applications, and Technology Environment (EDUCATE) Contract. EDUCATE is a 10-year performance-based contract (Base Year, plus 9 option periods) that moved the Department from a Government-Owned, Contactor-Operated (GOCO) IT environment to a Contractor-Owned, Contractor-Operated (COCO) managed IT infrastructure service model. The contract provides IT resources to all Department employees and Contractors - approximately 6,200 users who work in Washington, D.C., 10 regional offices in the Continental US and Puerto Rico and various Satellite Offices. The EDUCATE Contractor provides the fully-managed services that include infrastructure, computers, telecommunications devices, an e-mail network, the Department's Internet and intranet sites, servers, telephone systems and network printers, and other services and equipment as needed. With the EDUCATE Contract reaching its full potential contract maturity, the Department began the re-compete process in early 2015. To date, the Department has benefited greatly from industry's participation and involvement in the research phase, which has clearly shaped the Department's acquisition strategy and influenced the requirements. During the 06 June 2016 Pre-RFP Industry Day, the Department presented the Portfolio of Integrated, Value-Oriented Technologies (PIVOT) acquisition strategy concept. Furthermore, the Department advised industry of its plans to release the final series of RFIs. The Department already released the PIVOT-I RFI and has received industry feedback on the related procurement artifacts that it intends to use in the resulting solicitation. The Department is hereby releasing the PIVOT-H RFI in order to solicit explicit feedback from industry as it relates to the following solicitation artifacts: Performance Work Statement, Evaluation Criteria, Cost Templates, Performance Monitoring and Measurement Approach, and Reading Room Materials List. The Department is seeking industry responses on the above cited documents in order to ensure that the PIVOT-H solicitation maximizes competition, innovation, and cost savings while also aligning to commercial practices as much as possible. All interested parties are encouraged to respond to this RFI and it is not necessary to respond to each of the questions contained in the RFI Instructions Document. Please see the attached documents for more information Note that an interested party's election not to respond to this RFI will not result in their exclusion from any future RFI and acquisitions. However, industry is advised that the Department intends to analyze the received PIVOT-H RFI responses, make any related revisions/changes to the related solicitation artifacts, as it deems necessary, and proceed with soliciting the NITAAC CIO-SP3 vendors. The Department does NOT intend to release subsequent RFIs on the PIVOT-H procurement.
