Description
Agile Reporting Tool (A.R.T.) Project Sources Sought Notice Th is is a SOURCES SOUGHT notice. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a Cost-Plus Fixed Fee (CPFF) type contract from a Service-Disabled Veteran-Owned minority business for its Agile Reporting Tool (A.R.T.) project for its NAVY Trident II D5 Fleet Ballistic Missile (FBM) Life Extension Production Program within the SP27 Missile Branch. The applicable NAICS code for this requirement is 541330. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances, if necessary, to perform the statement of work (SOW). REQUIREMENT: The Strategic Systems Programs (SSP) is seeking responsible, single, integrated vendor sources for the Agile Reporting Tool (A.R.T.) project for its NAVY Trident D5 Fleet Ballistic Missile (FBM) Life Extension Production Program within SP27 Missile Branch. The Agile Reporting Tool will utilize enterprise asset management (EAM) and enterprise document management (EDM) Commercial Off-The-Shelf ( COTS ) platforms for lifecycle management of D5 LE production areas, physical inventory, equipment, property assets and associated spares used within the Missile Branch. In addition to EAM & EDM, and analytics, the contract will require Maintenance and Engineering Support Services for the foundational A.R.T. information system, and integration with other COTS and select Government Off-The-Shelf (GOTS) information systems. Potential sources must have the ability to, or have a thorough understanding of the following: •· Procurement of information system(s) in support of D5LE production efforts. •· Procurement of life-cycle management (maintenance) of information system in support of D5LE strategic weapon system production efforts. •· Accreditation of DoD D5 LE production information systems. •· Stand up of a development and test environment(s) of production supported information systems. •· Analyze existing information systems capabilities for redundancy/technical obsolescence. •· Provide recommendations for retirement and/or expansion of potential information systems. •· Provide Closed-loop corrective action system for sites with continuous network connectivity and limited network connectivity. •· Automate or eliminate manual processes where appropriate to increase the D5LE missile system's shore-based corrective action program's efficiency. •· Decrease shore-based and sea-based D5LE missile system corrective action resolution cycle-times from originator to corrective action activities (CAAs) and back to originator. •· Establish greater interoperability with the SSP community to meet both shore-based and sea-based corrective action program requirements. •· Establish end-user defined, dynamic workflow to generate user notifications along with status tracking. •· Increase the visibility and accountability of weapons system operations by automating data collection and metrics to provide real-time shore-based missile system corrective action status, reports and end-user defined dashboard views. •· Multi-level administrative/user privileges with digital signature capture. •· Simplify enterprise architecture and significantly improve Information System/Cybersecurity posture. •· Provide capability to process and archive data for analytics and reporting capabilities (including real-time, dynamic dash boarding). •· Establishes an infrastructure in which reliability, availability, and maintaina bility (RAM) can be analyzed and verified in support of D5LE and age management. •· Provide a COTS solution for a closed loop corrective action process with verification of completion of discrepancy reports and/or inspection work order. •· Provide a COTS solution to allow capture of historical, paper-based forms and convert it to a searchable electronic format with the capability to insert and integrate captured data into the COTS database for transactional purposes. •· Provide a COTS solution to allow lifecycle management of physical inventory, equipment, property assets and associated spares used. Lifecycle of asset includes managing asset data from acquisition, deployment, maintenance through disposal or decommissioning. •· Provide an enterprise on-line repository used for reposing, distributing and releasing government approved documents.
