- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one (1) handheld alloy analyzer with the following specifications: Weigh no more than 1.66 kg < 3 lbs. 10.7 oz. Size no more than 256 x 275 x 100 mm 10.25 x 11. 4 in. Protectively shielded and sealed against moisture and dust. Ag anode 45 kV maximum, 100 µA maximum performance. High-performance semiconductor detector. System electronics 400 MHz ARM 11 CPU 300 MHz dedicated DSP 80 MHz ASICS DSP for signal processing. 4096 channel MCA 64 MB internal system memory/128MB internal memory. Display fixed angle, color, touch-screen display. Standard Analytical Range reads 14 elements including all precious metals. Data Storage Internal >10,000 readings with spectra. Data Transfer capable via USB, Bluetooth TM, and RS-232 serial communication for 400,000 data points. Security Password-protected user security system. Data Entry Touch-screen keyboard User-programmable pick lists with wireless remote barcode reader. Standard Accessories of locking shielded carrying case, Shielded belt holster, one 6-cell lithium-ion battery pack. 110/220 VAC battery charger/AC adaptor PC connection. Complete with portable test stand additional battery pack, wireless portable printer and additional equipment. Barcode scanner. CE, RoHS compliant. Provides daylight-readable icons, customizable menus for ease of use, multi-language options, and a standard analytical range of more than 25 elements, plus light element detection (Mg-S). Capability to set operator permissions. Capability to generate custom reports. Capability to print certificates of analysis to document PMI results. Capability to operate the analyzer remotely from a personal computer. Capability to provide positive material identification in two minutes or less. Capability to provide encrypted, tamper-proof results. Free radiation, safety and operations training for life of analyzer. Free software updates for life of analyzer. Provide free Mylar replacement screens for life of product. Provide two year analyzer/additional equipment warranty. Provide state registration of x-ray/radiation tube. The provisions and clauses in the RFQ are those in effect through FAC 2005 - 89 The NAICS Code and the small business size standard for this procurement are 334516/1000 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark road, Cleveland, OH 44135 is required. Delivery shall be FOB Destination. All contractual and technical questions must be in writing (e-mail) to Scott Stidham not later than August 29, 2016 at NOON. Telephone questions will not be accepted. Offers for the items(s) described above are due by 12:00 pm September 2, 2016 to scott.e.stidham@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAR 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.223-18, 52.225-1, 52.225-13, 52.232-33. Other critical requirements: Meeting all of the specifications as listed. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer.
