- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source modification to Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract N00019-13-D-0016 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, to incorporate Fiscal Year 2017 (FY17) pricing and extend the IDIQ ordering period for a period of one year, revising the ordering period from three years to four years. The modification will allow for the procurement of Scan Eagle hardware and services necessary to sustain and support previously procured Scan Eagle Unmanned Aviation Systems (UASs) for NSW Forces. The hardware and services include replacement of air vehicles, spare and consumable parts, training, and in-theatre Field Service Representatives (FSR's) to supplement Navy Operations. The modification will extend the period of performance through FY17 while maintaining the original ceiling value of the IDIQ of $350,000,000. Additionally, the modification will incorporate FY17 pricing for NSW hardware and services. This modification will allow continuity of support of the NSW Scan Eagle mission and operational needs of the NSW Joint Urgent Operational Need (JUON) and prepare for subsequent contracting actions to facilitate the transitions to Multi-Mission Tactical Unmanned Aircraft Systems (MTUAS) Program of Record. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Insitu, Inc. is the sole designer, developer, and manufacturer of the ScanEagle and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the Government's requirement. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
