Description
The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of Program Executive Office (PEO) Enterprise Information System (EIS) Product Lead Acquisition, Logistics, and Technology Enterprise Systems and Services (PL ALTESS) is conducting a Market Survey to identify potential sources for the supply and delivery of an Extract, transform, load (ETL) Tool. This ETL tool will support the Assistant Secretary Army (ASA) Financial Management and Comptroller (FM&C) analytical databases hosted at PL ALTESS located at the Radford Army Ammunition Plant. These databases will be receiving data from over one-hundred sources ranging from ERP (Enterprise Resource Planning) to legacy systems that will be providing a multitude of records in different formats and structures. This environment requires a scalable ETL tool that can systematically and efficiently process this large volume of data on a regular basis. Respondents should provide information for an ETL Tool with the following capabilities: 1) Ability to pull data from over one-hundred sources, transform it into a standard format, and load it into ASA (FM&C)'s analytical databases at PL ALTESS. The size of the environment is between 50 and 100 terabytes. Tables involved in ETL operations and having data quality requirements can exceed over 100 million rows. Specifications of the server the software must run on are as follows: a. Environment: Developmental b. Server Manufacturer: HP Proliant DL 380 c. Quantity of Servers: 1 d. Type of Processors: Intel Xeon E5-2667v3 e. Quantity of Processors: 1 f. Quantity of Cores Per Processor: 8 g. Process Value Unit Score: 560 2) Key ETL Requirements include: a. Multi-Operation System, including Linux and Windows, support for server and client components b. Support for various source/destination types, including flat (character-delimited) files, XML and multi-DBMS (including Microsoft SQL and Oracle) c. Availability of native ERP connectors, including SAP and Oracle/PeopleSoft d. Massive scalability and parallelism to handle large files/tables/tens of Terabytes of data e. Cloud integration capability f. Support for Hadoop/big data integration with options to read/write data from/to Hadoop and run on a Hadoop cluster. g. Ability to operate in batch and real-time modes h. Support for multi-user development environment, minimum two (2) users i. Mapping source/destination using graphical user interface (GUI) designed for non-technical users j. GUI and reporting capability for data linage, including the ability to trace a transaction to the source k. Ability to capture and maintain business glossary l. Metadata repository, capture and query m. Native data quality/validation capabilities, including prebuilt functions. The immediate need is for basic data quality/validations (e.g., missing value) out of the box but have options for more complex rules (e.g., identifying duplicate records) via custom validations and/or additional modules. n. Native debugging and logging capabilities o. Exception reporting and handling p. Ability to add Check-points anywhere/ability to restart ETL jobs from point of failure q. Ability to backup and restore repository on regular basis (daily, weekly and monthly) r. Versioning support (ability keep track of changes between code versions and revert to earlier versions) s. Ability to import data models from modeling tools, including ErWin t. Ability to perform complex transformations and support for user defined transformations u. Scheduling and event-based execution v. Built-in workflow capability (ability to create discrete steps, dependencies/conditions and assign tasks to different individuals) w. Ability to monitor ETL process execution x. Encryption support (ability to work with encrypted data in source or target databases) y. Consumption-based licensing (annual/non-perpetual) z. Non-production licensing for Development/Test environments aa. On-premises solution (not cloud, licenses must be on-site) bb. End to end latency for processing ETL operations and data quality processing of up to a maximum of 24 hours 3) Technical Support: Potential Offerors must show evidence for their capability to offer technical support to the ETL. This should include diagnosis of system problem and continuous problem resolution by phone, email, or online assistance, providing both responsive and proactive support to allow for operational efficiency. Technical support would be required between the hours of 0730 to 1600 Monday through Friday. The North American Industry Classification (NAICS) Code for the SMAW rounds is 511210, Software Publishers. All responses should be prepared in MS Word or PDF format, limited to ten (10) pages (test results may be included as attachments). Responses should also include a cover letter (not included in the page count), and, at a minimum, address the following: 1. Provide sufficient information to support the company's claim that it presently has the capability to supply and deliver the ETL Tool. 2. Provide sufficient information to support the respondent's ability to provide support and maintenance to the ETL Tool. 3. Provide a point of contact for your Company which will include: the corporate point of contact's name, address, website (if available), phone number, and email address. Companies are to state their NAICS Code, Cage Code and Duns Number. 4. Provide the respondents business size as it applies to NAICS code 511210 and any socio-economic considerations. 5. Provide history of similar services that your company has provided to other government agencies or other non-government customers. If applicable, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially (outside the federal Government.). If you elect to identify your past and current customers to which you provided similar products, include the customers/company name and point of contact, phone number and address/e-mail where they can be contacted. 6. Respondents should identify any subcontractors that would be utilized in order to satisfy this requirement, if any. This market survey is for information and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. The information provided will only be used in developing an acquisition approach for future support by the U.S. Government. Interested sources should submit their qualification data and requested information no later than 1500 hrs EST on 30 August 2016 by email to evangelina.c.tillyros.civ@mail.mil. Email submittals must be restricted to a maximum file size of 8MB and should be in MS Word or PDF format. In the event that the email submission is larger than 8MB, separate into multiple emails.
