Description

Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, Network Contracting Office 1, Connecticut Health Care System, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source to Network Electric Security Systems needed for the Connecticut VAMC Community Based Outpatient Care Clinics (CBOCs) to commence on 9/6/2016 through 9/5/2017. Contract will include FAR 52.217-8 Option to Extend Services for up to six additional months. Network Electric Security is a Small business and is the only business that can perform the work as the current securityequipment at the CT CBOCS is proprietary to Network Electric. In addition the current CBOCs are located in leased space in which Network Electric is the only vendor that has been approved and authorized to provide security for these clinics. A firm fixed price contract is anticipated and shall be awarded for a base plus four option years. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal. If other small businesses can provide an equal service, vendors must submit their technical capabilities, to include, technical specifications of their product, past performance information, price and delivery time. This information will be reviewed by the Government's technical representatives for consideration for future requirements. Email statements are preferred. Statements are due no later than August 29, 2016. Phone inquiries will not be accepted. This is not a solicitation; it is a Notice of Intent to Sole Source requirement.
