Description
Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to award a firm- fixed-price contract on a sole source basis to SeeByte, Ltd. (30 Queensferry Road, Edinburgh, Midlothian, United Kingdom, EH42HS). The requirement is for the purchase of an unlimited development license for the Neptune software in support of the Navy's Unmanned Underwater Vehicles. This software will support the mine countermeasure MK18 Family of System (FOS) programs. The SeeByte's Neptune software is an add-in for the Common Operator Interface - Navy (COIN) used for aggregation of data across the Navy's manned, unmanned, and marine mammal systems. SeeByte's Neptune autonomous control software application provides a payload control architecture, goal based mission planning, and real-time autonomy engine for Unmanned Maritime Systems (UMS) to plan and execute mission surveillance operations. The unlimited software development license will allow the MK18 FOS development programs, under SeeByte's restricted rights terms, to use Neptune software on the MK18 FOS development projects and programs for an indefinite period. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their intent and capability to respond to the requirement by advising the Contract Specialist (see contact information below). This notice of intent not a request for competitive proposals. However, any and all capable parties that can meet the requirement shall contact the Contract Specialist by 02 September 2016 and will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply. The applicable NAICS Code is 541519 and the size standard is $27.5 million.
