Description

This is a combined Synopsis/Solicitation for Commercial services in accordance with Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP); the solicitation number is VA118-16-R-1402. The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center, located at 23 Christopher Way, Eatontown, NJ, intends to issue a solicitation on a full an open basis for a commercial off-the-shelf (COTS) or open source based document review tool (eReader) that can be hosted by VA on Amazon Web Services GovCloud. This document review tool is to support VA's Appeals Modernization initiative to enable VA to adjudicate appeals efficiently to serve Veterans and their families with issuance of timely and quality appeal decisions. This acquisition shall also include contractor support services to include transition, configuration, training, and customization support of additional eReader functionality. VA anticipates adequate competition for this commercial acquisition. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. The North American Industrial Classification (NAICS) for this effort is 541511. This solicitation shall close on September 9, 2016 at 12:00pm EST. Questions shall be submitted to Brandon Caltabilota, Contract Specialist, at Brandon.Caltabilota@va.gov, and Contracting Officer, Mark Junda, at Mark.Junda@va.gov, no later than 12:00pm EST on September 1, 2016 with the subject line as the synopsis number, VA118-16-R-1402.
