INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD) Contracts Department (254320D), China Lake, CA, is seeking information for potential sources regarding Weapons Technical Representative Services for Airborne Weapons Systems with the intention of procuring the services on a competitive basis. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. In your response, please include Company Size (Small or Large according to the NAICS and size standard listed). NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Naval Air Systems Command, Weapons Division, China Lake, CA, announces its intention to procure, on a competitive basis, Weapons Technical Representative Services for Airborne Weapons Systems. The requirement will include the majority of the work to be done at the following possible Government facilities: Yuma, AZ; NAS Lemoore, CA; MCAS Miramar, CA; NAS North Island, CA; San Diego, CA; NAS Fallon, NV; NAS Whidbey Island, WA; NAS Jacksonville, FL; NAS Mayport, FL; Crane, IN; Patuxent River, MD; MCAS Cherry Point, NC; MCAS Beaufort, SC; NS Norfolk, VA; NAS Norfolk, VA; MCAS Okinawa, Japan; MCAS Iwakuni, Japan; and NAF Atsugi, Japan. The Training Support Division (Code 675500D) and the Design Interface & Maintenance Planning Division (671000D) of the 6.0 Logistics Competency is responsible for providing Weapons Technical Representative Services for Airborne Weapons Systems under the cognizance of the Fleet Weapons Support Team (FWST) Program (Code 675500D) and Naval Air Systems Command (NAVAIRSYSCOM) to various field activities. The Design Interface and Maintenance Planning Division (Code 671000D) of the Logistics Competency is responsible for conducting weapons-related shipboard testing and logistics management support associated with the Navy and Marine Corps weapons and weapons systems under the cognizance of the Shipboard Weapons Integration Team (SWIT) Program (Code 678100D). The proposed contract will provide on-site and on-call technical and logistics services to Department of Defense (DoD) personnel relating to analysis and recommendations for changes and improvements to airborne weapons systems installation, operation, modification, maintenance, training, and failure mode analysis for weapons systems and equipment weapons systems supported at NAWCWD China Lake and Point Mugu, CA, attached activities, and other locations set forth in the contract. Work will also be required outside of the continental United States, which will likely include requirements in Japan. The draft performance work statement (PWS) for this sources sought is access controlled. Access is not granted by NAWCWD China Lake. CONTRACT BACKGROUND This requirement is a follow-on procurement to a competitively-awarded, performance based, non-personal services contract N00178-05-D-4351-GM01 (NAICS Code 541330), which is currently being performed by GPA Technologies, Inc., under an 8(a) set-aside under Seaport-e. The existing contract is a Cost Plus Fixed Fee (CPFF) service type. The current level of effort for this contract is 160,400 level-of-effort (LOE) hours across five years. This contract is due to expire 31 December 2017. This contract is available at http://foia.navair.navy.mil. REQUIRED CAPABILITIES The Government requires a contractor capable of performing and managing weapons technical and logistics support for airborne weapons systems and associated support equipment to Navy and Marine Corps operating units, commands, and shore activities. Technical expertise relating to materials used in the operation and maintenance of airborne weapon systems and the ability to identify deficiencies in accordance with OPNAVINST 8000.16 and OPNAVINST 4790 is required. Due to variances in operational tempos, there may be incidents of critical requirements that cannot be predicted and must be addressed immediately. When unplanned requirements of minimal notice arise, the contractor may be required to analyze the urgency of the requirement and make a determination as to what immediate course of action is required, and take immediate action to meet these requirements. Further detail is provided in the draft PWS. The Government estimates that this effort will consist of 165,625 hours of effort over a five-year period. The Government anticipates that a successful solution for these services consists of the following: 1. Capability to perform PWS tasking. 2. Personnel Management: The Government desires a contractor with an ability to staff for Performance Work Statement (PWS) requirements using personnel with the appropriate experience, education, training, and security clearances. The contractor should provide evidence of the personnel type necessary to perform the functions of the PWS, as well as any managerial plans the contractor uses for matching personnel to PWS requirements. 3. Capability to manage personnel located at multiple US and OCONUS locations. Contractors should demonstrate the capability to effectively staff and manage the work at multiple CONUS and OCONUS locations. 4. History of Successful Performance: The Government desires a contractor with a proven history of managing service contracts similar in scope and effort as defined in the draft PWS. Contractors should provide past performance information including previous contracts and dollar values, as well as reference information for those contracts to include name, contract number, phone number, and email address. Please indicate what sections of the PWS correspond to the past performance information. If the work was accomplished as a prime contractor, please indicate the percentage of work subcontracted. If the work was performed as a subcontractor, indicate the dollar value and percentage of work performed. 5. Capability to provide personnel for services required OCONUS. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. The contractor shall describe their plan to accomplish 51percent of the LOE if proposing a teaming arrangement. The contractor shall have the ability to send encrypted email. The Contractor shall provide appropriate documentation of valid state issued motor vehicle operator's licenses for all personnel as proof that they have achieved the proficiency level that is required to safely operate Government vehicles on military installations. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package of no more than 15 pages in length (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform those services listed in the Requirements Capability section of this document. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, Company Cage Code, Company DUNS Number, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address.
