- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals, proposal abstracts, bids, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Great Lakes Acquisition Center (GLAC) - Southern Tier in North Chicago, IL is soliciting businesses for cleaning and maintenance services of the duct work systems and air change testing services at the Edward Hines Jr. VA Hospital (VAH) located in Hines, IL and the Joliet Community Based Outpatient Clinic (CBOC) located in Joliet, IL. This requirement involves the following services: 1. SUPPLY, RETURN AND EXHAUST AIR FAN SYSTEMS: Industrial vacuum cleaning, high pressure air agitation cleaning, wiping, and scraping as appropriate of the complete interior surfaces of each specified duct work system including all smoke/fire dampers, volume dampers, VAV boxes, mixing boxes, turning vanes, splinter vanes, baffles and duct mounted heat exchangers. 2. KITCHEN EXHAUST SYSTEMS: Industrial vacuum cleaning, high pressure air agitation cleaning, wiping, and scraping as appropriate of the complete interior surfaces of each specified duct work system including all smoke/fire dampers, volume dampers, VAV boxes, mixing boxes, turning vanes, splinter vanes, baffles and duct mounted heat exchangers. If saponifying powders or compounds are used to facilitate grease removal, such powders and/or compounds must be completely removed so that the interior surfaces of the exhaust ducts are exposed to the bare metal at the completion of each cleaning. Additionally, cleaning of kitchen exhaust systems must include scraping and manual cleaning with an approved chemical or detergent and water solution of the exposed metal surfaces of all canopy hoods, range hoods and dish washing machine hoods. 3. GRILLES, VENTS AND DIFFUSERS: Removal, manual cleaning with an approved detergent and water solution, complete coating with an approved anti-static solution and proper reinstallation. Brushing, wiping and compressed air cleaning as appropriate of all ceiling tiles within a three square foot area of each ceiling mounted grille, vent and diffuser. 4. FAN ASSEMBLIES, BLOWER UNITS, AIR HANDLING UNITS AND AIR CONDITIONING UNITS: Vacuum cleaning, brushing and manual washing with an approved chemical solvent as appropriate of all specified assemblies and units including all air inlets, discharge outlets, structural frame assemblies, braces, supports, housings, fan blades, floats, shafts, louvers, baffles, dampers and pulleys. All specified assemblies and units should be lubricated by the contractor in accordance with the equipment manufacturers' current lubrication instructions. The Government at no cost shall furnish all lubricants required to the contractor. The contractor for tension and wear shall inspect all fan belts. Broken, loose and excessively worn belts shall be noted on the contractor's daily service reports as observed. 5. COILS: Low volume, high pressure power washing with an approved odorless, disinfecting chemical and water solution or high pressure air agitation cleaning as appropriate of all heat exchange, reheat and condensing unit coils of all specified air handling units and air conditioning units. Coil drip pans and drains shall be manually cleaned with an approved odorless chemical and water solution and be thoroughly flushed with clean water to ensure proper drainage. Install drain pan tabs furnished by the V.A. 6. FAN COIL UNITS: Brushing and vacuum cleaning of the coil; spraying of the coil with a properly diluted solution of 3M product #25 and water; and manual cleaning with a properly diluted 3M product #25 and water solution of the trough, drain, grille and interior surfaces of the housing assembly. Fan coil unit motor and switches shall be inspected by the contractor for proper operation. Inoperable and/or defective switches and motors shall be noted on the contractor's daily service reports as detected. Install drain pan tabs provided by the V.A. 7. AIR FILTERS: Vacuum cleaning and manual washing with an approved detergent and water solution of all filter compartments including housings and racks. Vacuum cleaning and manual washing with an approved detergent and water solution of all washable filters. Removal and replacement of all disposable filters including fan coil unit filters, gas and steam dryer filters, lint collector filters and dust collector filters. The Government at no cost will furnish replacement filters to the contractor. Filters removed shall be placed in appropriately sized plastic bags, tied and removed by the contractor daily for legal disposal off station. Roll type filters shall be rolled by the contractor to a clean blanket. 8. SOILED LINEN CONVEYOR BELT SYSTEM: Vacuum cleaning, brushing, high pressure air agitation cleaning and manual cleaning with an approved chemical or detergent and water solution as appropriate of the entire vertical and horizontal conveyor belt system including all frame assemblies, chains, belts and drive assemblies. Vacuum cleaning and manual washing with an approved chemical or detergent and water solution of all floors, walls and the exposed surfaces of all pipes in the system areaway from the bottom of the soiled linen chute to the base of the vertical conveyor. 9. SOILED LINEN CHUTE SYSTEM: Manual washing with an approved chemical and/or detergent and water solution and scraping and brushing as appropriate of al exposed metal surfaces of the chute and all chute system doors from the sub-basement through the 15th Floor. Scraping and brushing of stainless steel surfaces shall be accomplished only with non-ferrous metal devices specifically designed to minimize scratching. 10. DUST COLLECTOR AND LINT COLLECTOR SYSTEMS: Vacuum cleaning of dust/lint collector canisters, canister housings and discharge vent screens. Removal/reinstallation of all dust/lint accumulated in the filter bags. Filter bags shall be inspected by the contractor and worn and/or torn bags shall be noted on the contractor's daily service reports. Dust/lint removed from the collectors shall be placed in plastic bags and removed by the contractor immediately upon completion of the work for legal disposal off station. 11. CLEANING PROCEDURE OF TOWERS: Manual cleaning, de-scaling, gathering and removal of debris and power washing of sumps. 12. AIR CHANGE TESTING SERVICES: Air duct testing for Air Changes per Hour (ACH) will be conducted by an accredited Air Test and Balance contractor. Current Accreditation Such as NEBB or AAB will be required. The frequencies are based on the governments FY which starts October 1st. Quarterly readings will be completed and the documentation turned in by the end of the second month of each quarter (November, February, May, and August). Semi-Annual readings will be conducted at the beginning of March And September, and the documentation turned in March 31st and September 31st. Annual Reading will start in the beginning September 1st and the documentation turned in by September 31st. Annual certifications/calibrations of the negative pressure monitors are due annually by March 31st. The Edward Hines Jr. VAH and Joliet CBOC lists of equipment to be serviced along with their associated locations shall be provided with the solicitation. The Contractor shall provide all labor, materials, and transportation necessary to complete the required work. The NAICS Code is 238220 with a Size Standard of $15,000,000.00 in revenue. The Great Lakes Acquisition Center is conducting a market survey to determine the existence of potential vendors with the capability to fulfill this acquisition. The contractor must be able to meet all requirements listed above (1-12). Interested parties shall provide a brief overview of their firm's capabilities and past experience with projects similar in scope to this project. Capability statements shall also include: a.DUNS number b.Organization Name c.Organization Address d.Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e.Business size (small business, other than small business, Woman-Owned, etc...) f.Socio-economic status ( If SDVOSB or VOSB - provide SDVOSB or VOSB CVE verification) (All information shall be submitted in Word or PDF format, not to exceed 5 pages, including all attachments.) Firms shall identify whether they are a small business or other than small business in accordance with the size standard for NAICS code 238220. If another NAICS code may be applicable, please identify the NAICS in your capability statement. All information must be received no later than September 01, 2016 at 11:00 AM (CST).
