- This is the RFQ form to fill out and submit, along with supporting documents requested in Paragraph 6.1 in Statement of Work (SOW). STATEMENT OF WORK - Please read carefully and be sure to submit items requested in Paragraph 6.1. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is N39040-16-T-0273. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89 and DFARS Change Notice 20160811. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following address: http://farsite.hill.af.mil/. The NAICS code is 333911. This will be a full and open solicitation. The size standard for NAICS code 333911 is 750 employees. Portsmouth Naval Shipyard requests responses from qualified sources capable of providing: rental of one (1) set of pumps and pipes capable of pumping 30,000 gallons per minute (GPM), see attached Statement of Work (SOW) for specifications; Place of Performance: Kittery, Maine. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contract will be awarded to the vendor with the Lowest Price Technically Acceptable. Quotes will be evaluated based on the following criteria: - Technical Acceptability (Must meet specifications in attachment) -Ability to meet schedule - Price Vendors will be required to submit a quote that will be evaluated in accordance with the specifications provided in the solicitation, FAR 52.212-1 Instruction to Offerors. Failure to include pricing for all line items shall be cause for rejection of the quote for all line items. Technical Evaluation Ratings Rating Description Acceptable Submission clearly meets the minimum requirements of the solicitation Unacceptable Submission does not clearly meet the minimum requirements of the solicitation If the technical submittal is determined "Unacceptable", it renders the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as "Unacceptable" and will no longer be considered for further competition or award. System for Award Management (SAM): Vendors must be registered in the SAM database to receive an award. Registration is FREE and can be completed on-line at http://www.sam.gov/. (If the site you are on requests payment, it is NOT the correct site. There are FREE resources available to you). METHOD OF PROPOSAL SUBMISSION : All quotes must be sent via email to christina.allaire@navy.mil or faxed to 207-438-4193. All quotes shall include price(s), a point of contact, name and phone number, CAGE Code, technical specifications of units offered (including brand), business size under NAICS Code 333911, and payment terms. At a minimum, quotes shall contain the completed RFQ form (attached) AND information required per Paragraph 6.1 in the attached SOW. Quotes over 15 pages in total will not be accepted by email.
