- Sources Sought COMMUNITY WORSHIP SERVICE MUSIC DIRECTOR/MUSICIAN 375 th AIR MOBILITY WING CHAPEL, Scott Air Force Base, IL This is a request for information only. This is not a request for quote/proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron, Scott Air Force Base, IL is seeking sources to provide a music director/musician. The 375 Contracting Squadron at Scott Air Force Base. is conducting market research to determine the availability of The North American Industry Classification System (NAICS) Code is 813110 and the business size is $7.5M, small. 1. Description of Service The Contractor shall provide non-personal services as the Community Worship Service Music Director/Musician for the Scott Air Force Base Protestant Community. To accompany, lead, and direct all congregational and/or choral signing in a blended style of hymns and contempory Christian music for the Community Worship Service on Sundays and special services. To recruit and coordinate musicians and singers to augment the congregational singing. These activities support the Scott AFB Chapel programs. 2.Qualifications Since the non-personal services furnished by the contractor are in support of, or preparation for, the liturgies, rites, and observances which must meet the needs of the broad spectrum of Protestant Chruches, the contractor must: 2.1 Provide a resume with academic certification (a baccalaureate drgree in music is preferred) and two positive references showing experience with a blended style of Christian music, hymns, contemporay, gospel, and southern gospel). 2.2 Provide choral music in accordance with blended ecclesiastical worship practices. 2.3 At least one year's experience leading a blended style worship service is reqired 2.4 Demonstrate a general knowledge of copyright laws governing the proper use of print and other music media. 3. Performance Requirements 3.1. Work under the direct supervision of the Senior Faith Group Chaplain or his/her designee. 3.2. Prepare all choral music for the Community Worship Service according to the direction of the chaplain in charge and local practice. 3.3. Lead and direct all Community Worship Service choir rehearsals (one per each week). 3.4. Be responsible for requesting necessary music. Manage and operate the Community Worship Service music library. 3.5. Arrive at the chapel no later than one half hour before worship services and fifteen minutes before rehearsal times. 3.6. Create all lyric slides on a chapel provided computer for use during the worship service. 3.7. Provide piano, keyboard, or guitar accompaniment for all Community Worship Service rehearsals and services. 3.8. Provide recruitment, training, and direction of adult and/or children's choirs. 3.9. Provide recruitment, training, and direction of lay leaders and soloists. 3.10. Lead choirs, praise teams, and congregational singing, and provide piano, keyboard, or guitar accompaniment for the weekend Community Worship Service (one per each week); religious observances of holidays; and special services as scheduled throughout the year. Units include, but are not limited to: 3.10.1. Scheduled Community Sunday Worship Service 3.10.2. Advent Midweek Services 3.10.3. Special Christmas Services 3.10.4. Special Lenten Services 3.10.5. Special Holy Week and Easter Services 3.11. Contractor is responsible for security and cleanliness of all facilities utilized in conjunction of their program(s). 3.12. Undergo and pass background check in accordance with DODI 1402.5 for working in the chapel with attendees under the age of 18. In the event an Air Force background check is returned with a negative finding related to personal conduct, the contract will be immediately terminated for default. 3.13. The contractor coordinates all supported requirements with the Senior Faith Group Chaplain or his/her designee. 3.14. Contractor will comply with all procedures established by the Wing Chaplain, chaplain in charge, and Superintendent/NCOIC Chapel Operations. 3.15. Contractor must be able to maintain professional relationship with teachers, students, parish members, chapel staff and contractors from a variety of denominational backgrounds. 3.16. Contractor must be familiar with the parish community in a military chapel, open to working in the pluralistic environment of the military chapel. This includes working on ecumenical projects with the chapel's parishes and involvement with persons from a wide variety of theological backgrounds and viewpoints. 3.17. While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees or agents of the government. 3.18. Perform services to include, but not limited to playing the piano, keyboard, or guitar, vocal proficiency, sight reading, selecting music related to the church seasons being celebrated, and lead congregational singing. 3.19. Exemplify the highest integrity, service, and excellence of Christian character (as understood by the broader Evangelical community). Wear appropriate professional attire for all performances and rehearsals (neat, clean, and tasteful). 4. Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract. The duration of the contract would be one (1) base year plus four (4) one (1) year options. 5. Information Required This acquisition is being considered for Small Business Socio-Economic contracting programs (i.e., Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Economically Disadvantaged Women-Owned Small Business (EDWOSB)) and Small Business set-aside.
