- SF-18 Solicitation N00421-16-T-0403 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order and award on a Sole Source basis with Innovative Defense Technologies (CAGE CODE: 757X6) under the authority of FAR Part 12, and FAR Part 13. Innovative Defense Technologies is the only known source of the software. The proposed vendor designed the software to work with today's large, complex, mission critical systems and integrate this software for end to end analysis for Labs. The requested software is new technology that is not readily available in the current market to purchase. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM/. Award all or none See Attached RFQ. Your quote must contain enough technical information to evaluate your quote. Please reference the Solicitation number above (N00421-16-T-XXXX) on your quote. Please include your Cage Code. Please complete Section K See Attached RFQ This is a firm-fixed price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. ***Basis for Award*** The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive quotes. However, all quotations/responses received by closing date of this notice will be considered by the government. All responses to this solicitation MUST be received no later than 5 P.M. EST 09/6/2016. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
