- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-16-Q-2909. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. This requirement is unrestricted with NAICS Code 334419, which has a Size Standard of 750 employees. Contractors must be registered in the System for Award Management (SAM) ( https://www.sam.gov/portal/public/SAM/ ) to be eligible for award. Instructions for registration are available at the website. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), has a requirement for two (2) Microwave Integrated Filter Couplers (MIFCA), M-3953 (CLIN 0001). This is a build-to-print product from the drawings package which will be made available to JCP Certified Contractors via the FedBizOpps Portal and are hereby identified as attachments. As a condition of receiving DOD or DND controlled technical data, the contractor agrees to use the data only in ways mandated by DOD Directive 5230.25 or the TDCR (Technical Data Control Regulations). For information regarding JCP registration go to http://www.dlis.dla.mil/jcp/. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. It is expected to place a purchase order with RLC Electronics Inc., Mt. Kisco, NY, as they are the only known source capable of meeting the Government's requirement. The MIFCA is a necessary repair part for the ADF Post Amplifier Unit (APAU). Required delivery for all items is not later than 22 weeks after date of contract, F.O.B. Destination: Naval Station, Newport, RI. This procurement will be processed using FAR Part 13, Simplified Acquisition Procedures. A Firm Fixed Price (FFP) type purchase order is anticipated. The required delivery for this requirement is 20 to 22 weeks after date of award; F.O.B. Destination: NUWCDIVNPT, Newport, RI. FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies. Evaluation will be in accordance with FAR 52.212-2, Evaluation -- Commercial Items. Evaluation factors are technical capability, price, and past performance, with each being equally important. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, also apply. The following addenda or additional terms and conditions apply: Payment terms are electronic invoicing through Wide Area Workflow (WAWF). Offers should include price, past performance, delivery terms and a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Defense Priorities and Allocations System (DPAS) rating of DO-A7 applies. Offers must be submitted to Contracts Department, Building 1258, NUWCDIVNPT, Code 0222, 1176 Howell Street, Newport, Rhode Island 02841-1708, or emailed directly to keri.gunn@navy.mil. Offers must be received by 2:00 pm on 26 August 2016. Offers received after this date will be considered late and not considered for award.
