- Description
- The Government intends to enter into a firm-fixed-price contract with Drive Square, Inc. 3213 Duke St., Ste. 656, Alexandria, VA 22314. The Installation Contracting Office (ICO), Fort Campbell, KY, has a requirement for an in-vehicle driving simulator. The simulator will provide Soldiers, family members, and civilians a means to understand the effects of Driving While Impaired and Distracted Driving. It will also allow the Fort Campbell First Responder Community to conduct initial and sustainment training in Emergency Vehicle Operation (EVOC). The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that Drive Square, Inc. has is the only vendor who offers a system that can be used with all vehicle types in a realistic setting, providing the user to operate their own vehicle in the simulation for a real life experience. NAICS code for this procurement is 333318 and the small business size standard is 1000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Drive Square, Inc. Responses are due by 1 Sept 2016, 1:00PM (CST).
