- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Office of National Programs (ONP) intends to negotiate a sole source contract with Dr. Gail Wisler out of Crownsville, MD, for Citrus and Citrus Greening Disease research programs consulting services. Under this requirement, the contractor will provide advice, counsel and assistance to ARS and USDA senior management on issues related to citrus and citrus greening disease research programs. Services will include providing advice and strategic direction to a national team of researchers, including Center Directors, Research Leaders and Research Scientists to deal with the citrus crises in California, Florida and Texas. Services also include interfacing with sister agencies in USDA, primarily APHIS, as well as with university cooperators, as appropriate. In addition, services include being point of contact with the HLB-MAC program. Finally, services will include attending meetings, as deemed appropriate to the goals of the assignment, as well as stakeholder and researcher meetings on site in Beltsville, MD. Dr. Wisler is the only individual qualified for this assignment due to her unique and detailed knowledge of national and international research programs on citrus, extensive involvement with the national and international community in the fight against citrus greening disease, and the real world effect of the disease on the citrus industry in California, Florida and Texas. Her knowledge and expertise will satisfy the Agency's and Department's need to strategically organize to prevent and combat the devastating effect of citrus greening on the citrus industry. Dr. Wisler has 10 years of experience leading the ARS research program dealing with citrus and citrus greening issues, as well as other related issues in other specialty crops. She has been the ARS representative on this disease issue since it was identified in 2005 in Florida. She directed more than 36 research programs in ARS, along with cooperative research programs with university and industry partners at 22 different locations (including the full portfolio of a colleague who left Crop Production and Protection in 2014), involving 72 research scientists. Dr. Wisler has worked closely with APHIS during her 10 year tenure on the ARS National Program Staff in the Office of National Programs on many issues of regulation of specialty crops diseases and vectors. She has facilitated over 37 workshops on innovative approaches to combating and preventing the citrus greening disease and other diseases of specialty crops. She led the ARS program for 10 years that developed the existing solutions to detection and diagnosis of the disease. In addition, she was involved in citrus pathology since 1976 through employment with the Florida Department of Agriculture and the University of Florida as the Plant Pathology Department Chair. Due to the nature of this requirement, this procurement creates the need to negotiate a sole source contract. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide equal or superior services are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this notice will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing equal or superior services.
