Description
REQUEST FOR PROPOSAL This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) Number DTFAEN-16-R-00133, Replace HVAC Systems, Albany Systems Support Center (ALB SSC), 128 Sicker Rd, Latham, NY 12110 as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The NAICS code for this acquisition is: 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is $15.0 million average annual receipts over the past 3 fiscal years. The estimated magnitude of construction is between $250,000 and $500,000. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 28 September 2016 at 10:00 a.m. (Local Time) at Albany (ALB) Systems Support Center (SSC), 128 Sicker Rd, Latham, NY 12110. THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Linda Hennequant at linda.hennequant@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC will be Kevin Maloy, office (518) 862-0743, mobile (518) 281-3726. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. All correspondences shall contain the SIR # in the subject line. OFFER SUBMISSION Please see Part IV “ Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All correspondences shall contain the SIR # in the subject line. NOTE: Electronic submission is preferred. The electronic submission should be in either Microsoft WORD format or portable document format (PDF), not in a zipped format. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. SET ASIDE Offers are solicited only from eligible small disadvantaged business (SDB) concerns expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program and which meets the criteria at the time of submission of offer in accordance with the Acquisition Management System (AMS) 3.6.1-8 Notification of Competition Limited to Eligible SDB Concerns. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical including Past Performance and Relevant Experience is significantly more important than price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFP must be received three (3) days prior to the date set aside for offers due. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. The Government shall not be liable for payment of any costs attributed to the preparation and submission of offers in response to this solicitation. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA ™s new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
