- (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2016-285-DM and the solicitation is being posted as a request for proposal (RFP). Titled: National Human Genome Research Institute "Identifying Barriers and Pathways of Success for Men of Color in STEM Fields" (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1, August 15, 2016 (iv) This is NOT set-aside, the associated NAICS Codes: 541910, Marketing Research and Public Opinion Polling and 541990, All Other Professional, Scientific, and Technical Services and small business size standards are $15.0M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. Offers are due by 7:30 A.M. Eastern Time (EST) on September 7, 2016. (v) Background : The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) led the National Institutes of Health's (NIH) contribution to the international Human Genome Project, which had as its primary goal the sequencing of the human genome. This project was successfully completed in April 2003. Now, the NHGRI's mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The National Human Genome Research Institute (NHGRI) of the National Institutes of Health (NIH) is dedicated to cultivating a diverse pool of future researchers, healthcare providers, and educators. For many years, NHGRI has supported training and workforce development programs with a core commitment to maximize the diversity of the biomedical workforce. Despite the efforts of NHGRI and several organizations, there still remains a deficit of individuals of color (especially men) within science, technology, engineering, and mathematics (STEM) fields. To explore the reasons for the scarcity of men of color and address the discrepancies, NHGRI is seeking an organization that will conduct a literature review of current research and develop a white paper containing recommendations for a forum that will bring to the forefront the reasons for why so few men of color choose to pursue careers in STEM. Purpose and Objectives: For many years, NHGRI has supported training and workforce development programs with a core commitment to maximize the diversity of the biomedical workforce. Despite the efforts of NHGRI and several organizations, there still remains a deficit of individuals of color (especially men) within science, technology, engineering, and mathematics (STEM) fields1. To explore the reasons for the scarcity of men of color and address the discrepancies, NHGRI is seeking an organization that will conduct a literature review of current research and develop a white paper containing recommendations for a forum that will bring to the forefront the reasons for why so few men of color choose to pursue careers in STEM. Project Requirements Scope of work : The contractor will provide a range of services under this task order. These services will include: • Development of "plan of conduct" (study design and project plan) for the literature review that will be approved by NHGRI staff ; • Review of reports, articles and extant surveys available in the appropriate content areas that address the reasons for the deficit of men of color men in STEM fields (with special emphasis on biomedical fields); • Weekly updates provided for NHGRI staff (in-person, by phone, or email); and • Development of White Paper, including recommendations for a forum to be held on the main campus of NIH. Tasks and Deliverables: Task 1: Literature Review : Deliverable 1: o Literature Review. The contractor shall prepare a literature review of the reports, articles and extant surveys available in the appropriate content areas that address the reasons for the deficit of men of color men in STEM fields. The contractor shall submit a study design and plan for the conduct of the literature reviews and after approval, the contractor will deliver the final literature reviews six weeks after data collection, at which time, they shall contain the most current information in each field. Deliverable 1.2: o Report summarizing the findings of the literature reviews. The contractor shall prepare a comprehensive summary of the final literature reviews and deliver with the final literature reviews six weeks after data collection. Task 2: White Paper: Deliverable 1: o White Paper containing recommendations for forum. The contractor shall prepare a white paper that summarizes the state of men of color in STEM fields (with emphasis on the biomedical fields) and strategies to increase their representation four weeks after literature review has been completed. In addition, the white paper should provide recommendations for a forum, including proposed topics, format, and speakers. Task 3: Optional Task: Convene Forum : o Provide registration for all meeting participants. o Serve as the logistical point of contact for all meeting participants. o Coordinate logistical arrangements, including but not limited to coordinating hotel meeting space, catering arrangements, and set-up of audiovisual equipment. o Reserve a block of sleeping rooms. o Make travel arrangements for domestic participants; to include any travel by air, train, rental car, or mixed mode. Travelers will work with the contractor directly. NHGRI will provide a list of attendees for whom travel is authorized. o Provide personnel to attend the meeting to provide on-site logistical support, handle any last minute travel changes, as well as make ground transportation arrangements for return to airports, etc. o Reimburse travelers for all expenses incurred during travel to the meetings according to federal government regulations. All travel reimbursements must be paid within two weeks of receiving the traveler's voucher. o Produce hard copy meeting materials to include participant list, final meeting agenda, background materials and name badges for all meeting participants as necessary. o Additional tasks may be added to this order at a later date, as the initiator deems necessary. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. Price (This will be Firm-Fixed Price) : An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). EVALUATION FACTORS: 1. Project Objectives................................................. • The ability of the responder to clearly address the overall objectives and Mission of the Project. • The success of the responder to outline a clear work plan, including proposed timeline and budget for each of the project tasks. The work plan elements should be specific with regards to the tasks and budget for the tasks and consist of details on technical costs. • Proposal should include specific technical requirements needed for each task. 2. Technical Approach................................................ • The appropriateness of the plans for individual tasks. • Ability of proposer to explain and provide specific details regarding the methodological approaches. 3. Environment...................................................... • Demonstration of sufficient access to resources necessary to complete the project to the satisfaction of the NHGRI (e.g., equipment, facilities, capabilities, staff, technical capabilities). 4. Past Performance.................................................. • The responders should provide references and past projects illustrating similar completed work. Examples should include projects developed for federal, public and private agencies. • Responders should provide references that speak to their ability to coordinate and manage the proposed project. • The proposal should demonstrate the ability of the responder to provide similar deliverables. • Responder should provide evidence that they have the resources and capacity to meet the projects expectations. viii.
