- 52.212.5 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-654 and the solicitation is issued as a Request for Quotation (RFQ) on a competitive basis restricted to Small Business concerns. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold of $150,000.00. A fixed-price type contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: FAC 2005-89 / 07-14-2016 (iv) The North American Industry Classification System (NAICS) code for this procurement is 333314 Optical Instrument and Lens Manufacturing with associated business size standard 500 employees. (v) Background The National Institute of Mental Health (NIMH) Intramural Program plans and conducts basic, clinical, and translational research to advance understanding of the diagnosis, causes, treatment, and prevention of mental disorders through the study of brain function and behavior. NIMH scientists conduct research ranging from studies into mechanisms of normal brain function, conducted at the behavioral, systems, cellular, and molecular levels, to clinical investigations into the diagnosis, treatment and prevention of mental illness. Major disease entities studied throughout the lifespan include mood disorders and anxiety, schizophrenia, obsessive-compulsive disorder, attention deficit hyperactivity disorder, and pediatric autoimmune neuropsychiatric disorders. Purpose and Objective: The goal of this requirement is to obtain software that will be used to map the distribution of neurons, their dendritic arborization and axonal projections in brain sections from animals that have been injected with tracer reagents, viruses, or that have been genetically manipulated to express markers in select neuronal populations. Software will also be used to map lesion and other brain perturbations that result in a variety of experiments performed by members of the NIMH intramural research program. The software will support semi-automated mapping and analysis that would require a prohibitive amount of time if performed by completely manual techniques. Investigators in the NIMH intramural program perform a large number of experiments relevant to the subject requirement. Examples include 1) stereotaxic injections of tract tracing reagents, which then requires reconstruction of the dendritic arborization and axonal projections of neurons that take up the injected marker, across numerous microtome cut sections of the brain; 2) counting the number of neurons that are labeled by specific markers such as immediate early genes, or DNA analogs within specific cytoarchitecturally identified brain regions; 3) mapping the brain sites affected by experimental lesions or in which recording or stimulating electrodes are placed. This requirement shall also include contractor maintenance support as applicable to the required acquisition. Product Description: Products offered must include those salient physical, functional, or other characteristics hereby identified as the essential government requirements needing to be achieved. Specifically, products offered shall contain the ability to achieve the following essential features: Specifically, NIMH requires software and dedicated workstations for analysis of microscope images of the brain and to facilitate reconstruction of 3D brain images from microtome sections labeled neurons, dendrites and axons, mapping of lesion and injection sites and reconstruction of 3-D brain images from individual microtome sections. The following essential features are applicable to this requirement: •Automatic neuron tracing and analysis, with tools to reconstruct and edit somas, dendrites, axons, spines, and synapses in 3D including: •Full 3D environment for image visualization, rotation and zooming •Smart Manual and User-Guided mode for ultimate control with quick and easy tracing •Automatic mode for the fastest automatic tracing in 3D, includes bath mode for unattended, automatic tracing •Automatic dendritic spine detection, modeling, classification, and editing •Automatic detection and modeling of putative synapses •Image Montaging for automated 3D alignment of multiple 3D image stacks •Handles, big, high resolution confocal, two-photon & fluorescence images with direct connection to Biolucida image management server •Calibration grid slide with reference grid squares in dimensions of 25um and 250um increments •One workstation 64-bit PC with flat screen monitor The Software required for creating full-resolution 3D images from serial sections contains the following essential features: •Open and sort multiple virtual slides •Specify serial section order across slides •Automatic alignment of serial sections with optional manual intervention •Automatic correction of upside-down and flipped sections •Save registered sections as 3D volumes at selectable output resolutions •3D Visualization of aligned volumes •Read all major whole-slide image file formats •All aligned volumes are compatible with Neurolucida and Stereo Investigator (vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors. Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or warranty schedules applicable. Inspection and acceptance will be performed at the National Institutes of Health, National Institute on Aging, located at 251 Bayview Boulevard, Baltimore, MD 21224. The Government expected delivery and installation timeframe is 6 weeks after contractor receipt of an order resulting from this solicitation. (vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include: (1) Technical Approach. The Technical Approach will be used to evaluate and select a contractor. Price will be considered in the evaluation and selection, but Price will not be rated. Technical Approach will be evaluated using adjective ratings and no numeric point system will be used. Price will be considered to be of lesser importance than technical factors. Responses to this RFQ should address each of the requirements described in this solicitation in sufficient detail to demonstrate a clear understanding and compliance with requirements. The Technical Approach proposed will be evaluated based on the following Subfactors: a) Offerors should provide a clear understanding of the existing information technology initiatives and capability to provide the items as outlined in this solicitation. The Offeror shall identify and describe the methodology to be used in fulfilling the requirements. b) Offerors shall provide evidence of sufficient planning to show that the work will be accomplished and how it will be accomplished within time and other constraints specified in the SOW or as applicable. The Offeror shall utilize all available resources to include controlling the execution of assigned activities, tasks, sub-tasks, monitoring progress, status reporting, resolving critical issues and/or mitigating risks and fulfilling all delivery requirements. c) Offerors shall show documented evidence of personnel experience related to the subject requirement. Specific and specialized relevant experience, knowledge, skills, abilities, and education of proposed personnel shall be clearly documented. Personnel qualifications shall be submitted in a resume or curriculum vitae (CV) not exceeding five (5) pages in length as an addendum to the Offerors' response and are not counted in the specified page limitation. (2) Price. The Government will evaluate offers for award purposes by making a price reasonableness determination. Offerors may respond with a quotation indicating their ability to provide the essential features stated in this solicitation. Pricing proposals shall indicate the unit price of the supplies specified in this solicitation, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor's ability to meet the government's essential requirements stated in this notice and on ability to deliver required supplies. Offerors must submit historical pricing information essentially equal to a commercial item price list containing the price offered for the subject supply. Offerors may submit a redacted copy of a previous contract, order, or agreement executed by a commercial or public entity indicating the unit and total cost of the same, or similar, type of work performed; or a copy of a redacted previous invoice showing unit cost and total cost of the same, or similar, type of work performed for commercial or government entities, to fulfill this requirement. Technical is significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (viii) The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (ix) The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. An addendum to FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (x) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition and is included as an attachment to this solicitation. (xi) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer, or provide a copy of the valid certifications registrations and Representation and Certifications from the System of Award Management (SAM) applications at www.SAM.gov, which may be indicated on the Offeror's cover sheet. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than the date specified in this announcement.
