Description
Revised specifications for Large Trauma/Training bag This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912JB16T8376. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. This requirement is 100% set-aside for women-owned small business. The associated NAICS code is 339113 and small business size standard is 750 employees. This is a firm fixed price requirement for emergency response/trauma bags. CLIN Item Qty U/M 0001 Large Trauma Bags, 78 ea 0002 Small Trauma Bags, 30 ea 0003 Vehicle Bags, 108 ea 0004 Training Bags (includes 1 each of large, small, vehicle and a specialty equipment bags), 4 ea The Michigan National Guard requires emergency response bags per the attached specifications. The Government intends to award to a women-owned small business on the basis of best value. The successful offeror will be evaluated based upon whether the quote meets all the technical specifications listed in the attached documentation, delivery and past performance. Inspection and acceptance will be at Lansing, Michigan. Offers are due at 4:30 pm, ET on 30 August 2016. Email quotes directly to amanda.e.geissler.civ@mail.mil. Do all the bags require the coating as some have it listed as a specification? Some do not list this in the attachment requirements. Yes, the coating is required for all the bags. This specification was omitted in error. 2. For the training dressing, can we use sterile or short dated material? Yes. 3. Will a dressing of 3 x 39 be an acceptable substitute for the 4 x 36? Yes. 4. Is it acceptable for the single patient to be a printed re-sealable sleeve? Yes. 24 Aug 2016 Clarifications: 1. Only the large bag/training large bag should contain the litter. The requirement is removed from other bags. In addition, a carabiner clip was omitted from the vehicle bag list. A carabiner should be included in the vehicle bag/vehicle training bag. 2. The TAC Wedge listed is only designed for inward opening doors and can be used on most surfaces, including concrete. Wedges are acceptable with those specifications. 3. Clarification of large trauma bag contents: The large trauma bag master bill of materials is a list of all equipment including what is in the 3 person and 1 person bags. The equipment listed should not be a duplicate of what is included in the 3 patient and 1 patient bags. 25 Aug 2016 See attachment for clarification to Large trauma bag and training large trauma bag. The specifications for all the bags are the minimum that must be included. Quotes may not contain less that what is required. The evaluation criteria has been changed to best value from LPTA. Evaluations will be based on price, delivery and past performance.
