- The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), US Meat Animal Research Center, Clay Center, NE, intends to negotiate on a sole source basis for Assurance GDS Rotor-Gene Q, Laptop, Vortex mixer, Assurance GDS PickPen-8M, repeat pipettor 8-channel pipettor and 2 gel amp tube cold blocks to Biocontrol Systems in Bellevue, Washington; under the authority of FAR 6.302-1. BioControl Systems is the only company that supplies the Assurance GDS Rotor-Gene Q for use in pathogen detection from foods and meats. To our knowledge no comparable system is available. Qiagen offers a version of the Rotor Gene Q 5 Plex system, however it is more expensive and is not compatible for use with proprietary GDS pathogen detection kits needed for USMARC studies and Abattoir monitoring. For support from BioControl the instrument must be purchased through them. The Meat Safety and Quality Research Unit has an original Rotor-Gene instrument that was purchased in 2005. That instrument has become obsolete and is no longer supported by BioControl. Further, the original instrument is not compatible with their latest pathogen detection kits. For continuity of research data colleciton the replacement system RotoGene Q is required. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide this software are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the alternative software meets the Government's requirements and is capable of performing the intended task(s). Questions concerning this acquisition must be directed to Donita Furman, email donita.furman@ars.usda.gov. 52.232-19 -- Availability of Funds for the Next Fiscal Year. Availability of Funds for the Next Fiscal Year (Apr 1984) Funds are not presently available for performance under this contract beyond 09/30/16. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 09/30/16, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
