- The purpose of this amendment #2 is to post vendor questions and responses prior to the submission deadline and to extend the submission deadline until 4:00 PM EST on Thursday, August 25th, 2016. Question One: In a setting where the Library of Congress has supplied the laser printer who has the responsibility for fixing the problem? What are the specific expectations for vendors in this situation? Response: The Library would only expect maintenance and support for products provided by the vendor; the Library will be responsible for the maintenance and support of any Library-provided device used by or in conjunction with the vendor's products. Question Two: Please define what reasonable assistance in helping the Library transition in its relationship with OPM from sending fingerprints via analog modem to sending fingerprints via VPN. Response: The Library has not yet established a VPN connection to OPM and we envision the establishment of that connection to be part of this project. The Library would prefer to work with a vendor who has previously helped with that process which is why the solicitation specifically requested previous experience with OPM. It is understood that some elements of the Library's network may create unforeseen problems that would interfere with the ability of the vendor's system to send fingerprints to OPM. The selected vendor would not be held responsible for technical elements that are outside of their control. The selected vendor is, however, expected to provide information on the supplied products and their operation in order to assist the Library in identifying and resolving any performance issues that arise due to the Library's technical environment. Question Three: Does the Library envision any situation where remote access to vendor software on Library systems would be allowed? Response: The Library does not envision a situation in which a vendor would be granted remote control access to a Library workstation.
