- The Government is seeking to identify qualified 8(a) business sources under 2012 North American Industry Classification System (NAICS) 562910 (Remediation Services). The small business size standard is 500 employees. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. For market research purposes only, we invite responses from 8(a) businesses only. 1. CONTRACT INFORMATION: The Huntsville Engineering and Support Center, U.S. Army Corps of Engineers (CEHNC) will select a firm for a Single Award Task Order Contract (SATOC) to assist in the acquisition and execution of limited scale MMR and related environmental services and the adherence to the requirements of the various federal, state, and/or local requirements. The contracts are anticipated to be awarded in fiscal year 2016 with a with a two-year base award and three one-year option period, for a total ordering period not to exceed five years. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government does not intend to rank submittals or provide any reply to interested firms. 2. PROJECT INFORMATION: The firm selected for this task order shall have experience in working for work at diverse locations throughout the Contiguous United States (CONUS), Alaska, Hawaii, Territorial waters, Outlying areas as defined by FAR 2.101, Kwajalein Island, Meck Island, Bikini Atoll, and Palau and should be knowledgeable in the regions' geology, hydrogeology, and biology. The objective of the SATOC is to effectively execute the requirements of the task order; addressing the environmental laws/regulations and issues specific for the region and complete the specific services below. These services may be provided by a prime contractor possibly utilizing a subcontractor or joint venture. Some specific services are outlined as follows: a. Provide expertise in Munitions and Explosives of Concern (MEC) and Material Potentially Presenting an Explosive Hazard (MPPEH) investigations, MEC and MPPEH clearances, and construction support. b. Provide MEC and MPPEH related range maintenance and support services. c. Maintain the capability to respond within 24 hours of receiving notice of an urgent requirement, mobilizing on location with sufficient qualified personnel to evaluate the situation and plan the required response with initial delivery of those services starting within 72 hours of arrival. d. Provision of GPS-correlated underwater search and mapping services and MMR services using a variety of applicable technologies in both fresh and saltwater at depths not anticipated to exceed 30 feet to distances not to exceed one mile from the shoreline with direct exposure to the ocean. 3. No hard copy of facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered.
