- This is a "SOURCES SOUGHT NOTICE" only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The United States Patent and Trademark Office (USPTO), Office of Policy and International Affairs, Office of the Chief Economist (OCE), has a requirement for economic research. The OCE requires access to business, financial, economic, and marketing data through a self-managed service with centralized access, a high volume of cross-disciplinary data, flexibility of delivery including computing cloud access, and orientation toward academic research. In an effort to obtain access to this information, OCE is seeking to procure a subscription to S&P Global Market Intelligence's Compustat Fundamental Data or an equivalent database. The following is a general description of those salient physical, functional, or performance characteristics of S&P Global Market Intelligence's Compustat Fundamental Data that an “equal” item must meet to be acceptable. - Financial modeling application to quickly evaluate company performance, produce in-depth peer analysis and conduct long-term backtest research. - Ability to quickly generate models with desktop application built-in wizards and Excel®; Reporting & Templates, Charting & Modeling, Research & Analysis; and Proprietary & Third-Party Data Integration. - Identify weakening credits and fortify surveillance with a range of universally applicable quantitative short-, medium- and long-term indicators of credit risk for both rated and unrated entities. - Ability to evaluate potential economic losses for a range of exposures in various asset classes with an extensive suite of Loss Given Default (LGD) benchmark data, models and services. - Independent Model Validation and Risk Mitigation Services that allow users to determine if risk models are methodologically sound, performed appropriately, and meet industry best practice standards. - Provide a transparent and robust analytic data set to assist with benchmarking, price validation, cost-of-capital calculation and transfer pricing. - Provide access to pre- and post-adjusted financial statement information to improve clarity, consistency and comparability. - Provide access to credit ratings from the two largest ratings agencies through a single platform. - Provide ability to look at default rates and track credit risk in transition matrices for corporate issuers and issues, structured finance tranches and sovereign ratings. - Provide clients with access to large data sets of company financial information; including core and analytically-enhanced data for public and private companies globally. The intent of this Sources Sought Notice is to identify potential Small Business (SB) and Large Business (LB) concerns that are capable of providing S&P Global Market Intelligence's Compustat Fundamental Data or an equivalent database subscription. The anticipated base period of this subscription is 30 September 2016 through 29 September 2017. Additionally, two (2) subsequent 12-month subscriptions will be acquired; spanning from 30 September 2017 through 29 September 2021. Responses to this Sources Sought Notice should be able to demonstrate their firm's ability, capability, and responsibility to deliver S&P Global Market Intelligence's Compustat Fundamental Data or an equivalent database subscription. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, etc.), point of contact information (e-mail address and telephone number) and product offered with detailed description. All offerors must be registered in the System for Award Management (www.sam.com), and Representations and Certifications must be completed prior to any future offer. Any offeror capable of providing S&P Global Market Intelligence's Compustat Fundamental Data or equivalent database subscriptions shall notify the Contracting Officer by email prior to 5 September 2016 @ 2:00 P.M. EDT. The NAICS Code is 518210, Application Service Provider, with a size standard of $32.5M million. All information is to be submitted via e-mail to Corey.Forshee@uspto.gov. Determination by the USPTO not to compete this proposed contract action based on responses to this notice is solely within of the discretion USPTO.
