Description
Marine Corps Systems Command is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide a full range of engineering, analytical, technical, and business services to manage, plan, and execute wargames in support of concept and force structure development for the Marine Corps Warfighting Laboratory (MCWL), Wargaming Division (WGD). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990 - All Other Professional, Scientific, and Technical Services, and the size standard is $15M. The anticipated contract will require work at the SECRET level. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The required support encompasses the research, planning, execution, and assessment focused principally on WGD's responsibilities for executing the Marine Corps Wargaming Title 10 Program, Expeditionary Warrior. "Title 10" refers to United States Code (USC), Title 10, which requires each service to train and equip its forces. As a partial fulfillment of this requirement, each service conducts an annual Title 10 Wargame. In addition to the annual Marine Corps Title 10 Wargame, WGD conducts various wargames that comprise the remainder of the Marine Corps Wargaming Program. Support of the Wargaming Program will include the incorporation of analysts, recorders and facilitators for each game and may incorporate senior consultants as needed. Analysts, recorders, facilitators and senior consultants may also be required for some pathway events. The tasks will provide high-level, diverse wargaming support that will embrace the scope of joint wargaming and experimentation, as well as the functionalities of executing major Service, Joint, and Interagency wargames. The tasks include, research, planning, design, logistics, execution, coordination and staff action, assessment, preparation of reports, briefings, and other related requirements. The Marine Corps Wargaming Program is comprised of Tier I, Tier II, Tier III and Tier IV wargames. Each wargame Tier determination is based on the frequency of effort devoted to a specific wargame by wargaming personnel. The Base Wargaming Program is expected to consist of: Four (4) Tier I Wargames; Expeditionary Warrior (EW), MAGTF Warrior (MW) and MAGTF in the City (MC) or similar size wargame, Five (5) Tier II Wargames; Naval Services Games (NSG), Program Objective Memorandum (POM), Information Warfare (IW), Logistics Wargame and the Defense Policy Realignment Initiative (DPRI) or similar size wargame, and two (2) Tier III Wargames; Nine Innings ( 9I ) and MCWL Science and Technology Wargame or similar size wargame. Tier I Wargame. The Tier I Wargames consist of the Marine Corps Title 10 Wargaming program Expeditionary Warrior (EW) and MAGTF Warrior (MW), or a program of similar size and effort. Tier I wargames are developed and shaped over approximately twelve (12) months consisting of multiple workshops, seminars, planning events, and culminating with a week-long main event. These workshops, seminars, and planning events consist of multi-day meetings systematically conducted throughout the planning process to discuss and develop the wargame. Tier I Wargames will require a highly complex game design, detailed scenario development, detailed information technology, and consistent and continuous wargame management. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier I wargame. Tier II Wargame. The Tier II Wargames consist of wargame programs, NSG, POM, and IW or a program of similar size and effort. Tier II Wargames are developed and shaped over approximately eight (8) to ten (10) months consisting of multiple workshops, seminars, planning events and culminating with a three (3) to four (4) day main event. These workshops, seminars, and planning events consist of multi-day meetings systematically placed throughout the planning process to discuss and develop the wargame. Tier II Wargames will require a complex game design, scenario development, information technology support, and wargame management. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier II wargame. Tier III Wargame. Tier III Wargames are developed and shaped over approximately three (3) to Six (6) months consisting of multiple workshops, seminars, planning events, and culminating with a main event. These workshops, seminars, and planning events consist of multi-day meetings systematically placed throughout the planning process to discuss and develop the wargame. Tier III Wargames will require simplified game design, less detailed scenario development, information technology support, and wargame management. Each task will require a varied level of effort throughout the duration of the wargame's pathway leading up to the main event. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier III wargame. Tier IV Wargames. Tier IV Wargames provide wargaming guidance, direction, and minimal review and revision of wargaming specific products or an effort of similar size and scope. The Tier IV wargames require wargaming expertise to review and modify existing scenarios and game designs, provide wargame development subject matter expert support, provide basic Information Technology support and/or review other service and organization's wargaming products. The Government anticipates awarding a 5 year, single award, Firm Fixed Priced, Indefinite Delivery-Indefinite Quantity type contract. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than five (5) pages in length. The submission must include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 541990); (2) Any relevant corporate experience. Relevant corporate experience is experience throughout the past five years that is the same as or similar to, the scope, magnitude, and complexity of the work described by this solicitation. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; the relevant experience the Offeror has gained under specific contracts throughout the five years ; and (3) If applicable any relevant past performance information or affirmatively state that it possesses no relevant past performance. Include a brief description of the services performed and customer point of contact with corresponding telephone number and e-mail address.
