- JIDA Solutions Meeting Mod 1 JIDA Solutions Meeting Mod 1 Note: Purpose of this mod is to clarify the information required in the vendor's application JIDA Needs Statement Mod 1 The Department of Defense, Rapid Reaction Technology (RRTO), supporting the Joint Improvised-Threat Defeat Agency (JIDA), will conduct a Solutions Meeting in the December 2016. The Solutions Meeting provides selected innovative companies an opportunity to make short technical presentations to government representatives about their technologies and products. There is potential that companies may be selected for pilot projects or experimentation if their technology appears to match the needs described below. JIDA is looking for innovative technologies and capabilities in the following topic areas: Standoff Detection/Sensors -Detect, identify, and locate surface and sub-surface IEDs or other related anomalies -Sense metal-free explosive devices and/or detect trace metals -Detect trace or bulk explosives and pre-cursors, with a particular focus on overcoming background clutter -Specific techniques of interest include: ground penetrating radar, VNIR/SWIR/LWIR/UV, EM, neutron, mmWave, hyper-spectral or tomographic methods, etc. Device Neutralization -Standoff IED detonation and/or neutralization via mounted, dismounted and man portable systems -Destroy critical components with or without prior detection -Minimize collateral damage using focused neutralization Counter Vehicle Attached IEDs (VAIEDs) -Technologies that enable standoff detachment or neutralization of VAIEDs -Shielding materials to minimize attachment of devices without appearing like armor -Magnetic, adhesive, or other materials that can prevent attachment to vehicle Electronic Countermeasures for Advanced Wireless Signals and Techniques -Real-time automated analysis of surrounding spectral environments -Advanced wireless technology at the systems component level -Increased battery storage, efficiency and power -Techniques to block, scatter, or prevent signals from triggering identified or unidentified IEDs Robotics -Small Unmanned Aerial, Ground and Underwater Vehicles (UAVs, UGVs, and UUVs) and other novel platforms -Detection and defeat of non-friendly UAVs, UGVs, and UUVs -Autonomous navigation and control including obstacle detection/avoidance -Counter autonomy technology for non-friendly actors Data Analytics/Predictive Algorithms -Collect, visualize, disseminate data -Recognize behaviors, patterns, and context -Gather, sift, filter, clean and/or fuse data automatically -Improve open source information quality and decrease uncertainty -Monitor current missions and threat environments -Integrate processing and management of current and historical enterprise data -Automate route planning, replay, and real-time alerting -Perform multi-modal modeling and analysis Counter Tunnel and Mapping Technologies -Multi-modal modeling, visualization and analysis -Real-time mapping -Improve tunnel detection range and depth -Sensors/platforms include surface, subsurface and airborne (thermal detection is of specific interest) -Communicate with and geolocate cooperative objects in a tunnel -Robotics and/or trained biological organism techniques to detect (and search) tunnels and IED threats -Remediate tunnels Biometric Signature Collection and Exploitation -Identify novel hard & soft biometric signatures -Improve biometric signature capture & exploitation from a distance -Near real-time biological matter (i.e. DNA/RNA/protein) assessment -Signal processing techniques to isolate signals of interest -Extract biometric signatures from video or other media -Ensure signature reliability across diverse sample sets (age, ethnicity, gender, etc.) Companies interested in participating in the Solutions Meeting should submit an application to RRTO Innovation via e-mail to osd.pentagon.ousd-atl.mbx.rrto-innovation@mail.mil. Selected companies are responsible for their travel and all other expenses associated with participation in the JIDA Solutions Meeting.
