- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) intends to negotiate and award a purchase order on a non-competitive sole source basis to Radio One Inc., 8515 Georgia Avenue, 9th Floor, Silver Spring, Maryland 20910; to produce a comprehensive advertisement campaign for the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI), Cardiovascular Disease Section Genomics of Metabolic, Cardiovascular and Inflammatory Diseases Branch GENE-FORECAST Clinical Research Study. Background: The National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The National Human Genome Research Institute (NHGRI), Cardiovascular Disease Section Genomics of Metabolic, Cardiovascular and Inflammatory Diseases Branch; GENE-FORECAST®: GENomics, Environmental FactORs and the Social DEterminants of Cardiovascular Disease in African Americans Clinical Research Study; is designed to examine a targeted population for case-control analyses based on a community-based sampling frame with a target size of approximately 1800 self-identified, US - born, African-American/Black (AA) men and women (ages 21-65), to be recruited over the next 5-6 years from the metropolitan Washington DC, Montgomery County (MC) and Prince George's County (PG) areas. Purpose and Objectives : The NHGRI requires radio and media advertising services. The purpose of the radio and media services is to ultimately: (1) Provide informational outreach to targeted audiences about the GENE-FORECAST® Study Program and (2) Recruit eligible individuals to participate in the GENE-FORECAST® Study. The GENE-FORECAST® Clinical Research Study Program seeks to advance the understanding of Cardio Vascular Disease (CVD) in African American (AA) communities in the metropolitan Washington DC, Montgomery County (MC), Maryland and Prince George's County (PG), Maryland areas. Radio One, Inc. will utilize all of its communication outlets to produce a comprehensive advertisement campaign for the GENE-FORECAST℠ study and facilitate recruitment of 1800 African-Americans in the designated areas. The Contractor shall provide integrated marketing solutions to the greatest proportion of African American audiences ranging in age between 21 to 65 years. The services include: On-Air, On-Line, On-Site and On-Mobile. Radio One, Inc., together with its subsidiaries is a diversified media company that primarily targets African-American and urban consumers. The Company is one of the nation's largest radio broadcasting companies, currently owning and/or operating 54 broadcast stations located in 16 urban markets in the United States. Through its controlling interest in Reach Media, Inc. the Company also operates syndicated programming including the Tom Joyner Morning Show, the Russ Parr Morning Show, the Yolanda Adams Morning Show, the Rickey Smiley Morning Show, Bishop T.D. Jakes' "Empowering Moments," the DL Hughley Show, and the Reverend Al Sharpton Show. Beyond its core radio broadcasting franchise, Radio One owns Interactive One, an online platform serving the African-American community through social content, news, information, and entertainment. Interactive One operates a number of branded sites, including News One, UrbanDaily, HelloBeautiful and social networking websites, including BlackPlanet, MiGente, and Asian Avenue. In addition, the Company owns a controlling interest in TV One, LLC, a cable/satellite network programming primarily targeting African-Americans. Therefore, the Government has sought the expertise and knowledge of Radio One, Inc.; to assist the NHGRI, Cardiovascular Disease Section Genomics of Metabolic, Cardiovascular and Inflammatory Diseases Branch in the key and essential Clinical Research Study on Cardiovascular Disease in the African American Community. Procurement: Tasks: 1. The Contractor will provide radio announcements of the GENE-FORECAST® Study program to the targeted population using the script provided. • Schedule Broadcast for Educational Outreach Commercial (sixty second duration) during the high traffic frequency periods (for example) : o Midday: Monday through Friday 10a-3p (5 spots/week) o Evening Drive: Monday -Friday 3p-7p (5 spots/week) o Early Morning: Monday -Friday 6a-10a (6 spots/week) o Evening/Late Night: Monday - Friday 7p-12midnight (10 spots/week) o Prime Rotator: Saturday-Sunday 10a-10p (8 spots/week) 2. The Contractor will Disseminate GENE-FORECAST® through the following digital assets: a. Webpage Banners (i.e. Impressions of a 720x90 or 300x250 Display ad); that will link individuals directly to the GENE-FORECAST® website. Contractor will propose banner location and size that will attract targeted audience. b. Social Media (Facebook, Twitter and Instagram) where the GENE-FORECAST® message can be displayed that will link individuals directly to the GENE-FORECAST® website. 3. The Contractor will Disseminate GENE-FORECAST® through On-Site events: a. At a minimum Contractor will provide booth space with table and chairs for GENE-FORECAST® to pass out literature and collect names from attendees. Period of Performance : Base Year: 8-10 Weeks Option 1: 8-10 Weeks Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement : Industry Classification (NAICS) Code is 515112, Radio Stations and small business size standard is $38.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89-1 (August). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received no later than 7:30 a.m. Eastern Standard Time (EST), August 31, 2016; and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-292-DM, may be submitted to the National, Heart, Lung and Blood Institute, COAC Services Branch, Office of Acquisitions, Office of Management, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
