- The U.S. Army Medical Research Acquisition Activity (USAMRAA), 820 Chandler St., Fort Detrick, Maryland, 21702, intends to award a sole source purchase order to FedEx Corporate Services, Inc. for the lease of SenseAware trackers to be used by Armed Forces Medical Examiner System (AFMES) investigative personnel as they gather items that are recovered from an investigation site and sent via FedEx to the AFMES laboratories at Dover AFB, DE. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority at FAR 13.106-1(b)(1)(i). The anticipated period of performance is one 12-month base period and one 12-month option period. FedEx Corporate Services, Inc. is the sole manufacturer and distributer of the SenseAware shipping tracker that is specifically needed for the security and tracking of AFMES' sensitive controlled items. This device will be used to track and alert AFMES to any changes in its shipping of specimens with 24 hour surveillance and real time notifications of temperature changes, humidity, light exposure, delays, etc. An RFQ will be issued to the FedEx Corporate Services, Inc. on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 488999 and the small business size standard is $7.5M. Any sources that believe they are eligible to provide these services must respond to this notice in writing. Responses must be supported with clear and convincing evidence which articulates the ability to perform the services outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase order will be awarded without further remark. Interested concerns must identify their capability to the above email address no later than 11:59 PM Eastern Time, 11 September 2016.
