- Justification for Other Than Full and Open Competition PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Department of the Navy (DoN) intends to negotiate a one-time sole source contract with Lifenet Health of Florida, 1864 Concert Dr, Virginia Beach, VA 23453. The Government intends to negotiate with only one source under the authority of 13.106-1(b)(1)(i). This notice will be distributed through the Federal Business Opportunities (FBO) Website (www.fbo.gov) Interested parties are responsible for monitoring the FBO website to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339113, Electronic and Precision Equipment Repair and Maintenance; the size standard is 500 million dollars. The Department of the Navy (DoN) intends to award a non-competitive, sole source contract to Lifenet Health of Florida, 1864 Concert Dr, Virginia Beach, VA 23453 for the purchase of Achilles Tendon Bone Block and Gracilis Tendon as the only products that can meets DON's requirements. Based on market research conducted and contacts made with knowledgeable individuals within the government it has been determined DON's requirement can only be provided by Lifenet Health of Florida, 1864 Concert Dr, Virginia Beach, VA 23453 are the sole manufacturing authority and holds all data, machinery and processes for production of this equipment. Sole-Source Justification Attached This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 10:00 am, EST, August 29, 2016, by email to the attention of Sherri Roche, Contract Specialist, at Sherri.d.roche.civ@mail.mil. Facsimile offers will not be accepted. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
