Description

The FCC is in the midst of the Broadcast Incentive Auction process. The Incentive Auction process is a multi-billion program designed to free up spectrum for wireless broadband use across the country, remove regulatory and other barriers to use the spectrum, and enable more efficient use of the spectrum in numerous innovative ways. This effort required the FCC to build a multiple auction platforms. To support these platforms and the overall effort, the FCC had a need for an allotment optimization software. Gurobi Software was the tool selected as the allotment optimization software. This software supports the auction effort through Cloud Floating Use Licenses for 200 simultaneous users. Specifically, the FCC requires continued support of the Gurobi Software that is critical to the FCC to implement an allotment optimization model used for the incentive auctions. The software analyzes the offers made and attempts to find the lowest costs means of clearing a given amount of spectrum usage while respecting interference constraints, incumbent users, and minimizing moving costs. The FCC previously procured these services under purchase order FCC-15-P-0015 on November 14, 2014. Based on market research conducted in FY14, Gurobi Optimization, Inc. located at 3733-1 Westheimer Road, Suite #1001, Houston, TX 77027 was the only source to provide the Cloud Floating Use Licenses.
