- The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to replace the station service transformers at the Blue Mesa Power Plant. This requirement is being procured in accordance with Parts 15 and 36 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. This project will be a small business set aside. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below. A.The Bureau of Reclamation, Curecanti Field Division in Montrose, Colorado is in need of a contractor to Replace Station Service transformer KCA, a three phase, outdoor, oil filled power transformer, 1,000kVA, 11.5kV Delta to 480V Grounded WYE. B.Replace Station Service transformer KCB, a three phase, outdoor, oil filled power transformer, 1,000kVA, 13.7kV Delta to 480V Grounded WYE. Replace the surge arresters associated with the high side of this transformer. C.Replace 480 volt bus from each transformers to the station service switchgear inside the power plant. The Blue Mesa power plant is located approximately 39 miles East of Montrose, Colorado on US Highway 50 in Gunnison County. NAICS AND SIZE STANDARD: The NAICS code for this project is 237130 with a small business size standard of $36.5 million. COMPETITION: Solicitation R16PS01434 is anticipated to be conducted as a small business set aside. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $250,000 and $500,000. SOLICITATION RELEASE DATE: The release date for the final and formal solicitation number R16PS01494 is anticipated in September 2016. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offerors responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. SITE VISIT: The Government intends to conduct a site visit for interested vendors.
