- Service Contract Act Wage Determination Special Contract Requirements - FLETC Drawings and Specifications This announcement will be issued as a Combined Synopsis/Solicitation for commercial services in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The anticipated award will be a firm fixed Price Contract and the award will be made based on the lowest price to the Government. Price will be the only evaluation factor. The period of performance is 90 days from the time of contract award. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-90. This acquisition is to be set aside and awarded to a Small Business. The North American Industry Classification System (NAICS) code is 238910; the Small Business Size Standard for this code is $15,000,000.00. Service Contract Act Area Wage Determination 2015-4477 Revision 1 dated 3/4/16, for Glynn County, Georgia is applicable to this requirement (attached). A site visit is scheduled for September 7, 2016 at 9:00 am eastern standard time at the Place of Performance. Interested vendors must coordinate to obtain access by 9:00 am September 2, 2016; foreign nationals will not be granted access to the FLETC for site visit purposes. Proposals are due electronically no later than September 14, 2016 at 1:00 pm eastern standard time. It is the responsibility of the vendor to ensure that their quote has been received. It is recommended that a separate email or phone call is made to ensure that the quote has been received. Quotes must remain valid for a minimum of 30 days. All quotes must reference HSFLGL-16-Q-00493. Project Description: The Contractor shall provide all personnel, services, vehicles, transporation, materials, supplies, supervision, management, administration, and other items and services necessary to perform the required demolition of five trailers which are located on the Main Center of the Federal Law Enforcement Training Centers (FLETC), located at 1131 Chapel Crossing Road, Glynco GA 31525. The contractor shall perform the worked described herein in accordance with all applicable federal, state. and local laws and regulations. This work requires the contractor to perform work as required to demo five trailers. Remove utilities from buildings and cap off at valve. Demo buildings and remove from FLETC site. Buildings can be demolished on site or transported off facility and demolished. Trailer 752 is 27' x 48' in size, purchased in 1999. Modular trailers 716, 718, and 719 are 28' x 48' in size. Trailer 720 is 24' x 60' in size. These buildings were purchased in 1988. Detailed Description: (1) Disconnect the electrical service to trailers 716, 718, 719, 720 and 752. (2) Remove and dispose of existing entrance desks, ramps, and steps. (3) Cleanup work sites by removing construction materials and debris on a daily basis. At the end of the project, restore sites and work areas to original conditions. Clean, clear and rake smooth and seet the area where the trailer was removed. Specifications and drawings are attached. Coordination, Quality Control/Assurance: (1) Coordinate all operations with the Contracting Officer representative (COR) (2) The contractor's Superintendent/QC shall be responsible for assuring that all work is performed in accordance with the terms of the contract. (3) All work will be inspected by the Government and accepted before final payment. (4) Contractor shall verify all measurements, locations and requirements of the job. Submittals: Project Schedule will be provided in writing to the COR within 72 hours of award. Any changes to the schedule shall be forwarded to the COR prior to changes in the schedule. Products/Materials: All products and/or materials used on this project shall conform to the requirements described herein and the referenced Specifications and Drawings. Products and materials shall be first quality, complying with all standards and applicable building codes. Field Quality Control: All work shall be in accordance with Divisions #1 through #48 (UFGS) United Facilities Guide Specifications. Contractor shall field verify all dimensions and conditions prior to beginning work or ordering materials. Contractor shall review site conditions with COR prior to ordering materials and starting work.
